NRPC's Road Surface Management System

"It's better to maintain your roads than have to rebuild them." That's a quote from Matt Waitkins, NRPC's MPO Coordinator. NRPC provides road surface management system (RSMS) services to all municipalities in the NRPC region. The RSMS includes an assessment of all the municipality's publicly maintained roads and from that, the development of a 10-year maintenance plan that serves as a guide containing maintenance options, associated costs, and budgeting. According to Tyrel Borowitz, NRPC GIS Analyst, the municipal RSMS plan should be reevaluated every 5 to 7 years. CPRG Planning Phase I Completed
The first planning phase of the EPA Climate Pollution Reduction Grants (CPRG) has now been completed! The Nashua Regional Planning Commission, along with six other RPCs and RPAs (Regional Planning Agencies) in both MA and NH, have been involved in the development of the Priority Climate Action Plan (PCAP) for the Greater Boston region. Completing the PCAP is the first step of the planning process for the CPRG, which will continue through August 2025 and culminate with developing a Comprehensive Climate Action Plan (CCAP) for the region. Together, the PCAP and CCAP comprise the first-ever Greater Boston Climate Action Plan (GBCAP), which will be used to guide climate action at both the local and regional levels in the near-term (2030) and the long-term (2050). Both plans also include a greenhouse gas (GHG) emissions inventory for their respective areas. The NRPC also helped facilitate an in-person community engagement session for the New Hampshire Priority Climate Action Plan, developed in January. The outcomes from this session, along with online community engagement sessions, have provided valuable input to both PCAPs. The next phase is the opportunity for entities to apply for these implementation grants which are due April 1, 2024 based on the priorities identified in the PCAP.

Participate in the NH Stream Crossing Replacement Prioritization Survey
For the past two years, the University of New Hampshire, in partnership with the New Hampshire Stream Crossing Initiative, has been learning about stream crossing management in New Hampshire and the challenges that practitioners face every day from climate change to aging infrastructure to limited resources (to name a few). They have produced a survey to understand various stakeholders' preferences on stream crossing replacement prioritization. The insights gathered will help inform a decision support tool that aims to find “win-win” solutions that meet broader stakeholder needs. In this survey, you are asked to rate the importance of several overarching goals and their evaluation criteria related to the replacement of stream crossing structures in New Hampshire.
By offering your expertise and feedback, you have the opportunity to shape the future of stream crossing policies and management practices in New Hampshire.
You can access the survey through the link below. Participation is voluntary, and you can withdraw at any point. The survey will take approximately 30 minutes of your time. Please be assured that your responses will remain confidential.

Join us on April 10 for The ZBA Decision Making Process, an informative in-person or remote workshop. The event begins at 6:30pm with a light dinner. The Zoom room opens at 6:50pm and the presentation begins at 7pm.
The workshop will be conducted by Stephen Buckley, who directs NHMA's legal services program, with responsibility for providing legal advice to members and overseeing training programs and educational publications for municipal officials. He was in the private practice of law from 1984 to 2014 concentrating in representing municipalities. In his hometown of Bow, Steve was a member of the planning board for 12 years and served as a member of the budget committee, and he currently serves as an alternate member on the Zoning Board of Adjustment. He is a past chairman and current member of the executive committee of the Central New Hampshire Regional Planning Commission, and he is currently chairman of the New Hampshire Association of Regional Planning Commissions. Steve received his B.A. from San Diego State University and his J.D. from UNH School of Law.

Earth Day is celebrated annually on April 22, The day is celebrated to advance environmental protection. Global Cleanup events are scheduled in the U.S. and abroad. It's not too late to schedule a clean-up day in your town. If you do, register your event at Earth Day.org and make sure you enlist students and their families to get involved. A group of Hollis residents created the Beautify Hollis Facebook page. They organize regular town clean-up days as you will see in the picture below. Why not gather your friends and organize a cleanup day in your town?
