NACo RLEM Program - Curry County

Curry County has been selected to participate in the 2024-2025 Rural Leaders for Economic Mobility Program. NACo partnered with the Bill & Melinda Gates Foundation to create a peer-learning opportunity for rural local leaders to advance equitable upward mobility to move individuals and families out of poverty. NACo selected 10 participant counties with two individuals from each county. Curry County is the only NM county selected. The two representatives are Commissioner Seth Martin and Community Services Administrator Kristian Price. This 18-month program brings opportunities to network with other rural communities for economic mobility programs and strategies and $50,000 grant funding.

NMC offices will be closed on July 4, 2024.

Independence Day

This day commemorates the passage of the Declaration of Independence by the Continental Congress on July 4, 1776 from Great Britain. During the years of the republic, Independence Day was commemorated with parades, oratory, and toasting in ceremonies that celebrated the existence of the new nation. It remains a potent symbol of national power and of specifically American qualities—even the freedom to stay at home and barbecue.

Supreme Court Decisions

The U.S. Supreme Court is deciding several cases with implications for counties.

  • Chiaverini v. Napoleon, Ohio: Addressing probable cause and malicious prosecution claims, this decision will not significantly impact counties’ ability to defend against claims of malicious prosecution.
  • Gonzalez v. Trevino: The ruling could change the standard of evidence needed for an arrest to be considered retaliatory. Counties should review law enforcement policies to guard against increased litigation while maintaining the ability to defend against frivolous claims.
  • Grants Pass, Oregon v. Johnson: A decision was handed down on Friday, June 28. For the latest updates, visit NACo’s Supreme Court Advocacy Hub.

Fire and Emergency Services

Congress recently passed the Fire Grants and Safety Act, which extended the Assistance to Firefighters Grant and Staffing for Adequate Fire and Emergency Response programs.

  • Crucial support: Pending President Biden’s signature, final passage ensures continued federal support for local fire departments, allocating $750 million annually to maintain safety and emergency response capabilities in counties nationwide.
  • Extended programs: These crucial programs, facing a statutory termination date of September 30, 2024, have now been extended to September 30, 2030.

New Mexico Mortgage Finance Authority Seeks Contractors to Rehabilitate Homes

Do you want to make a difference in New Mexico? You have an opportunity to help low-income New Mexicans – often times elderly and disabled – who are unable to afford their own home repairs. If you are interested, please download the Request for Qualifications (RFQ) for contractors who would like to provide services for New Mexico Mortgage Finance Authority’s (MFA) Home Improvement Program (HIP). Upon being approved as qualified contractors, your company would be placed on an official Approved Contractors list. Once a project has been identified as eligible to receive home rehabilitation, all contractors on the Approved Contractors list will receive an email notification for each unique bidding opportunity and will be allowed to officially bid on the home. The scope of work for each home would be determined by MFA’s Project Manager and will be identified in the work write-up. Estimated yearly funding for the HIP Program is $5 million.
