COVID-19 PANDEMIC IMPACT ON HARM REDUCTION SERVICES: AN ENVIRONMENTAL SCAN

The COVID-19 pandemic has significantly impacted the overdose crisis in the U.S. and magnified disparities in access to health care, social services and other basic needs experienced by people who use drugs and people with substance use challenges. Despite these barriers, harm reduction organizations have implemented a range of adaptations and innovations to continue supporting their participants while adhering to COVID-19 safety guidance for staff.
To better understand the COVID-19 pandemic’s impact on harm reduction, the National Council for Behavioral Health, with support from the Centers for Disease Control and Prevention (CDC) is pleased to announce theCOVID-19 Pandemic Impact on Harm Reduction Services: An Environmental Scan,” a new report comprised of a literature review and 21 key informant interviews with staff from harm reduction organizations across the U.S.
Developed by a team of multidisciplinary experts, key findings illustrate that the pandemic has resulted in:
  • Increased health and social harms to people who use drugs.
  • Significant disruptions to harm reduction services and operations.
Innovative adaptations by harm reduction organizations to continue to serve the needs of participants.
STATEWIDE COVID-19 VACCINE INFORMATION

Colorado Department of Public Health and Environment provide extensive resources and up to date information regarding the COVID vaccine. 
GENERAL POPULATION VACCINE ELIGIBILITY

On April 2, 2021, Colorado moved into Phase 2 of vaccine distribution, opening vaccine eligibility to the general public. Your patients trust information coming from you, even those who are hesitant to get vaccinated. Find more information on how to answer patients’ questions at covid19.colorado.gov/vaccine-faq
The Department needs your help ensuring your Health First Colorado patients and CHP+ patients who are 16 and older get vaccinated. Do your part by letting them know when you have the vaccine available for them, or where they can get it if you don’t offer it. Let them know that the cost is entirely covered; they won’t be charged co-pays or for the office visit. Reassure them that it’s safe to come to your office and that there is transportation available if they need it. 
If a member requires additional support to get the vaccine, please contact the assigned Regional Accountability Entity (RAE) or Managed Care Organization (MCO). Please also encourage your staff to get their vaccines, and refer them to the Colorado Department of Public Health & Environment for information on vaccine safety. You can get more information on which phase your staff should be vaccinated in and where at covid19.colorado.gov/vaccine.  
VACCINE COMMUNICATION TOOLKIT FOR PCMPs

Now that Colorado's vaccine supply is becoming readily available, more and more primary care physicians are beginning to administer vaccinations to their patient population. CDPHE created a communication toolkit for primary care doctors who can help encourage their patients to get vaccinated. 
ENCOURAGE COLORADANS TO GET VACCINATED

As a local public health agency, you are a critical and valued partner in slowing the spread of
COVID-19, getting the vaccine to Coloradans, and ending the pandemic. Your communities have relied
on you throughout the pandemic as a source of reliable information. To support your efforts, CDPHE has developed a statewide mass-media campaign and resources that can be used in your community. Resources to support the COVID-19 vaccine marketing campaign are below.

MAY IS MENTAL HEALTH AWARENESS MONTH

  • This May, CDHS and its partners are proud to celebrate Mental Health Awareness Month, a national movement to raise awareness about mental health, fight stigma and support the estimated 1 million Coloradans with mental health conditions and their families.   • Mental Health America will continue with the theme of Tools 2 Thrive, a toolkit that provides practical tools that everyone can use to improve their mental health and increase their resiliency regardless of their personal situation.

SPOTLIGHT ON CDA'S WORK CONNECTING AG COMMUNITIES TO CRISIS SUPPORT

Mid-Atlantic Farm Credit featured the Colorado Department of Agriculture in its Spring issue of Leader Magazine in order to highlight their efforts to destigmatize mental health and connect ranchers and farmers to lifesaving support through Colorado Crisis Services. In May 2020, CDA and OBH teamed up to produce a Rural Mental Health Toolkit, including a short documentary about one Colorado ranching family who lost their father to suicide. CDA has also created training for crisis counselors answering the crisis hotline so they are better able to understand and help rural callers. BEHAVIORAL HEALTH CAPACITY REGISTRY IS LIVE

As of April 1, the State's new Behavioral Health Capacity Registry is live. Section 27-60-104.5, C.R.S. outlines the creation of a statewide, online registry for behavioral health capacity. This online tool tracks availability for mental health and substance use disorder treatment beds, and whether licensed Opioid Treatment Programs are accepting new clients. Programs are now able to access the system and begin updating their information. The next three months will be used as an implementation period to give providers and OBH time to refine internal processes and clarify outstanding questions. OBH will hold the next online forum on June 2 in order to help program administrators and individuals who track and update capacity information at their facility understand registry requirements. NHP COMMUNITY INVESTMENT GRANT OPPORTUNITY

Northeast Health Partners (NHP) is pleased to announce a funding opportunity for entities such as local healthcare professionals/organizations, community-based organizations, and public health departments who serve RAE Region 2 Medicaid members. NHP will award community grants to selected entities who propose innovative ways to improve member care and/or community supports for those Medicaid members attributed to RAE Region 2. Through community collaboration, NHP believes we can improve the health, wellness, and life outcomes for our members.

UTILIZATION MANAGEMENT (UM) VENDOR TRANSITION

Effective May 1, 2021, Keystone Peer Review Organization (Kepro) will replace eQHealth Solutions Inc. as the new Utilization Management (UM) vendor to administer the ColoradoPAR Program, the Department of Health Care Policy & Financing’s (the Department) Prior Authorization Request (PAR) program. BILLING AND RENDERING NPI REQUIRED ON CLAIM SUBMISSIONS

Beacon Health Options is excited to announce that we are enhancing our claims processing system. In an effort to reduce the need to adjust or correct claims periodically, the following adjustment is being made to our claims documentation requirements to enhance our claims processing accuracy.
Effective March 1st, 2021:
  • Providers must include both the billing and the rendering NPI numbers in the appropriate boxes on all HCFA 1500 (professional) paper claim submissions and/or the 837-p equivalent.
  • Solo practitioners must submit their NPI in both the billing and rendering fields.
  • Group and facility providers must submit the billing NPI as well as the rendering NPI numbers in the appropriate fields. Please note, for group and facility providers, the billing NPI is different and distinct from the rendering NPI.
As of 3/1/21, claims that are missing either NPI number will be denied if received on paper or rejected if received electronically as the claim will not meet our enhanced claims management criteria. Providers should resubmit denied or rejected claims with appropriate NPI numbers within applicable timeframes for processing.

VERIFY MEDICAID ELIGIBILITY WITHOUT ID CARD

Providers are reminded that members do not need to present their Health First Colorado ID cards to receive services. The Health First Colorado Member Handbook states that members only need their date of birth and either their Social Security number or Health First Colorado ID Number (Medicaid ID). Providers should check eligibility via the Provider Web Portal, Integrated Voice Response (IVR) System or batch.
BILLING HEALTH FIRST COLORADO MEMBERS FOR SERVICES

It is important that all health care providers know that Health First Colorado members cannot be billed for services covered by Health First Colorado. Please visit this policy statement for more detailed information.
CONNECT FOR HEALTH COLORADO UNINSURED ENROLLMENT PERIOD TOOKIT

Connect for Health Colorado has opened an Uninsured Enrollment Period to help as many people as possible protect their health and safety during this time. Coloradans who are currently uninsured and don’t qualify for Health First Colorado can sign up for a health insurance plan through May 15, 2021.

COVID CARE IN THE AMBULATORY SETTING--WEBINARS

HIDDEN LESSONS FROM BLACK SUICIDE SCIENCE--WEBINAR

Given the preponderance of suicidogenic risks and vulnerability for Black adults and youth, one might predict higher rates of suicide death in the Black community. However, suicide and factors that contribute to suicide "resilience" are understudied among Black Americans. Speakers will discuss patterns of suicide death, highlight relevant research from the Culture, Risk, and Resilience Lab, and propose important steps in addressing suicide as a serious but preventable public health concern.
