With COVID vaccinations well underway, this usually dreary time of year feels much more hopeful as we now see a path out of the pandemic. There are also several brighter spots on the housing horizon.
Those who have struggled to pay their rent and utilities because of the impact of COVID and are at risk for homelessness or housing instability, may be eligible for up to 12 months of rental and utility assistance. The five regional Community Action Partnership (CAP) agencies will begin accepting applications for the NH Emergency Rental Assistance Program on March 15. This new federally funded program is administered by New Hampshire Housing in collaboration with the Governor’s Office for Emergency Relief and Recovery (GOFERR).

FSS Program
New Hampshire Housing was awarded $266,000 to support education and employment for Housing Choice Voucher assisted families in our Family Self-Sufficiency program. These services enable families to find jobs, increase earned income, reduce the need for rental and/or welfare assistance, and make progress toward achieving self-sufficiency.

Housing Choice Voucher Owner Portal
The Owner Portal is an online self-service tool that allows property managers and owners who accept the housing vouchers to review key information such as Housing Assistance Payment and unit inspection results.

The new state Housing Appeals Board is now reviewing appeals of local land use decisions regarding planning and zoning. These include decisions on site plans and subdivisions, board of adjustment rulings on proposed variances, and other housing-related local decisions.
Advocates for establishing the board noted its purpose was to create a quicker and more cost-effective avenue to challenge local land use decisions. The Superior Court process is costly and time-consuming, thereby delaying or jeopardizing otherwise viable projects. Advocates also pointed to New Hampshire’s chronic workforce housing shortage, as the board would have the power to determine appeals of workforce housing proposals. Read More

Just in time for the new year, Shay moved into her new home at Green Street Apartments in Concord. New Hampshire Housing provided funding for this housing developed by the Concord Coalition to End Homelessness through the federal Housing Trust Fund, rental subsidies from project-based vouchers, as well as state Lead Paint Hazard Remediation funds. Funding for Supportive Housing
New Hampshire Housing, in partnership with the Community Development Finance Authority, issued a Notice of Funding Availability, which makes available the same kinds of resources that were used to finance Green Street Apartments. For the first time, providers of supportive housing and services will be able to apply for housing and community development resources with a single application. Tracy Community Housing in West Lebanon, the state's first net-zero, passive-house certified multi-family building, has 19 one-bedroom and 10 two-bedroom units. Two units are for individuals with disabilities with rental assistance (811 PRA program). The apartments are fully leased to households with income at or below 60% of the area median income. Twin Pines Housing financed Tracy Street with the Low-Income Housing Tax Credits and other programs.
