Ms. Frasier is the former Director of Acquisition and Logistics Management and Head of Contract Activity for the National Institutes of Health (NIH).


Ms. Frasier oversaw NIH’s acquisition, property, supply, and transportation programs. She initiated the design, development, and implementation of the NIH Contractor Performance System – one of the first systems to collect and retrieve contractor past performance information.

Ms. Collins is the Chief Information Officer (CIO) of the Administration for Children and Families (ACF).
