New Packaging and Paper Regulations

in Saskatchewan

On March 31, The Household Packaging and Paper Stewardship Program Regulations, 2023 came into effect.

The new regulations are designed to benefit producers, municipalities, residents, the economy, and the environment, and help ensure the long-term sustainability of the program.

Key changes include:

  1. Transitioning to a program fully funded and operated by producers through a phased-in approach;
  2. Changing business exemptions and clarifying which businesses in the supply chain hold the responsibilities of a producer;
  3. Expanding and clarifying the types of packaging and products included in the program;
  4. Improving compliance enforcement;
  5. Defining the waste management hierarchy and establishing requirements for material-specific recycling and diversion targets; and
  6. Establishing a requirement for a program review every five years.

Based on feedback, the ministry did not include the following in the regulations: the collection of single-use products; requiring all businesses to register and provide evidence of meeting exemption criteria; requiring collection from public spaces and schools; and requiring non-financial audits of reported program data.
