Severe Weather Sheltering Team!
This winter season, Multnomah County provided shelter to more than 1,500 community members across two different severe weather events—and we couldn’t have done it without you!

Between January and February 2024, the County opened 14 different winter severe weather shelter locations, with half of all sites provided by community groups and faith-based organizations.

We added capacity to host 675 more vulnerable community members seeking refuge from dangerous conditions during the January 2024 storm alone thanks to our partners, who included:
  • Salvation Army
  • Friendly House
  • Ascension Catholic Church
  • Freedom Foursquare Church
  • First Christian Church
  • Imago Dei
  • Portsmouth Union Church

MCEM Supports
90-Day Fentanyl Emergency Activation
On January 30, 2024, the State of Oregon, Multnomah County and City of Portland each declared a 90-day state of emergency and launched a unified approach to address the fentanyl crisis in Portland’s City Center. The tri-government approach is a first-of-its-kind strategy to better coordinate City, State and County efforts for short term and long term success.

As part of the 90-Day Fentanyl Emergency, the Health Department has released a series of fentanyl dashboards. The data contains information from:
  • Multnomah County Medical Examiner's Office
  • Fentanyl-related visits to emergency departments and urgent cares
  • City of Portland’s Bureau of Emergency Communications
  • American Medical Response (AMR) ambulance responses
  • Portland Fire & Rescue responses

The data gives us useful information about overdose trends. The data in the dashboard should not be added together. Each dashboard is a different set of data and some of the information overlaps.


MCEM specifically has been staffing a number of positions, including Operations Section Lead, Logistics Section Lead and Planning Section's Resource Unit. Additionally, MCEM staff have been shadowing a number of different roles to learn and train around different Emergency Operations Center (EOC) roles. This will continue through the end of April when the activation ends.

On March 14th, Portland State University Advocates and Representative Dacia Grayber hosted a town hall on March 14th on Community Resilience in light of the January Severe Winter Weather storm. In addition to Representative Dacia Grayber (HD 28 - SW Portland and East Beaverton) and moderator Scott Burns, panelists included Chris Carey (Director of Portland Bureau of Emergency Management), Patence Winningham (Deputy Director of Oregon Department of Human Services' Office of Resilience and Emergency Management), Dennis Darling of Portland General Electric and MCEM's Director, Chris Voss.

"The first thing an individual could do", said Chris Voss regarding emergency events, "is put themselves in a position where they could help themselves. That, That's really, really important for us. The thing that we want you to do after that is think about how you could help others, the people you know". Speaking to the County's role, "There is a portion of the community though that does not have that resource and this is really, really where the county comes into play because for this event the county is that ultimate safety net."

MCEM Hosts Staff Retreat &
Attends Trail Blazers Game

On March 14th, MCEM hosted a retreat at the PacifiCorp Conference Center. The event served as an opportunity for MCEM staff to gather, discuss current issues amongst themselves and listen to a number of guest speakers. First, MCEM Director Chris Voss discussed upcoming priorities for the office. Then, Patence Winningham spoke about her career path that led her to become Deputy Director of the Oregon Department of Emergency Management. Following lunch, Horace Ward of PacifiCorp spoke about his work as an Emergency Management Specialist, including PacifiCorp's processes around Public Safety Power Shutoffs. MCEM is grateful to PacifiCorp for opening up their space to the team and being great hosts!

A week later, staff gathered for a social outing on Saturday, March 23rd to watch the Portland Trail Blazers compete against the Denver Nuggets! While the Trail Blazers lost 114-111, the event served as a good opportunity for staff to strengthen connections and bond.
