Happy Birthday, Murrieta! July 1 marks a significant milestone for the City as we celebrate 32 years since incorporation. It's a time to reflect on our progress and the vibrant community we have become. I hope you made it to our annual Birthday Bash event last weekend to celebrate with friends and neighbors. If you weren't able to attend, there are still plenty of opportunities to connect in the month ahead.

Fireworks are Illegal in Murrieta
Ensuring safety and protecting our community
This holiday weekend, the combined efforts of Murrieta Fire & Rescue and Murrieta PD are dedicated to addressing the issue of illegal fireworks. To ensure enhanced safety, the City of Murrieta is deploying additional units from the Murrieta Police Department and Murrieta Fire & Rescue for extra patrols specifically targeting fireworks-related incidents. It is crucial to note that ALL fireworks will be confiscated, and individuals found in possession of illegal fireworks may face citations of up to $50,000.
Despite these intensified measures, we urge our community members to prioritize safety, recognize the severe risk of wildfires and consider the well-being of our veterans, neighbors, and pets.
Should you witness fireworks being actively used, please report them promptly throughout the Fourth of July holiday weekend at www.MurrietaCA.gov/Fireworks.

July is Parks and Recreation Month

Summertime is always a special time of year in Murrieta, but this summer, the City of Murrieta has your entertainment lineup for the entire month of July, and residents and visitors are invited to mark their calendars and join in on the following July special events:

State of the City
Connected by Community
Last month, the community gathered at the Murrieta Hot Springs Resort for the annual Murrieta State of the City, an event hosted by the City of Murrieta and the Murrieta/Wildomar Chamber of Commerce. This event is dedicated to celebrating the incredible achievements taking place in Murrieta over the past year and featured work from various departments delighting attendees with the opportunity to meet and interact with City staff. Murrieta Mayor Lisa DeForest delivered an inspiring speech, accompanied by captivating video clips from each Council Member, and even surprised the audience with some unexpected guests—one with wings, and another with four legs!

City Budget News
City's new fiscal year budget approved at June 6 meeting
The City's fiscal year runs from July 1 to June 30 each year. As we approach a new fiscal year, we are proud to announce the approval of the new fiscal year's budget. The upcoming year's operating budget of $172 million is the largest in the city's history. This budget ensures long-term financial stability by increasing the reserve balances to 30% across all departments and maintains healthy levels of sustainability reserves to weather future economic storms.

$2.5 Awarded to Murrieta Innovation Center
Riverside County Board of Supervisors grant $2.5 million in ARPA funds to MIC
Exciting news for the Murrieta Innovation Center (MIC)! The County of Riverside recently approved $2.5 million of County American Rescue Plan Act (ARPA) funds to support innovation for the MIC. This award recognizes the regional impact of the City's Innovation Center and will bolster programming after the remodel of the space is complete. Last year, the City received a $3 million grant from the U.S. Department of Commerce, investing in life science innovation. The City appreciated the County of Riverside's support and the recognition that the Murrieta Innovation Center is a regional tech hub. Learn more about the MIC at Innovate Murrieta.org.

City User Fee Updates
Updated fees for service begin on July 1
The vast majority of services provided by the City of Murrieta are free of any direct cost to users and are funded by a variety of sources. However, the City does charge fees for services that are not for the public benefit. It is a best practice to review these fees regularly to ensure the City is recouping its cost for providing a specific service.
Over the past year, the City of Murrieta Finance Department has worked with an expert consultant and staff to determine the true cost of providing a service. The City had not completed a full fee schedule update since 2018; hence, fees have remained the same since then.
The true cost of providing a service is reflected in the final fee schedule. Through multiple public meetings throughout the spring, the proposed updates were shared with those doing business with the City. The final fee list was adopted by City Council on March 21, 2023.
Examples of fees that will be increasing starting July 1 include electric vehicle charging stations, business licenses, development-related fees, and some Community Services Department fees. To see the full list of services and associated fees, please visit MurrietaCA.gov/fees.

Murrieta Police Department

Whitewood Corridor Maximum Enforcement Update
Due to an increase in vehicle collisions and traffic complaints, the Murrieta Police Department's Traffic and Patrol division has increased its enforcement and education efforts along the Whitewood Road Corridor. This stretch of roadway begins at Murrieta Hot Springs Road and extends north to Mapleton Street (south of Scott Road). The department's objective is to address the primary factors contributing to collisions, including speeding, traffic signal and sign violations, unsafe turning movements, and distracted driving.
To date, officers have stopped over 200 motorists and have issued numerous citations and warnings. This focused initiative will continue throughout the month of June, aiming to reduce traffic collisions that may result in injury and property damage. Furthermore, it seeks to improve traffic safety and educate individuals traveling on our city's roadways.
Auto Theft Update: What is RAID?
In 2022, nearly 200,000 vehicles were stolen in the State of California. Thanks to the diligent efforts of law enforcement officers and officials statewide, more than 84% of those vehicles were eventually located and recovered. To tackle auto theft cases in California, regional task force teams composed of officers from various agencies play a crucial role in identifying, locating, and apprehending suspects. In Riverside County, the Riverside Auto Theft Interdiction Detail (RAID) takes charge of the majority of auto theft cases, including those in Murrieta.
Established in 1993, RAID has been actively combatting auto theft, and since the mid-1990s, the Murrieta Police Department has assigned a full-time officer to the team. In 2022, within Riverside County alone, nearly 12,000 vehicles were stolen. RAID's efforts resulted in 351 arrests related to auto theft and the recovery of over $20 million worth of stolen vehicles.
The Murrieta Police Department's participation in the RAID Task Force is made possible through a reimbursable position funded by vehicle license fees. Last year, the task force reimbursed the city of Murrieta approximately $150,000 for the officer's involvement. As of 2023, Murrieta PD remains an active member of the RAID Task Force, reinforcing their commitment to combatting auto theft and ensuring community safety.

Mosquito Prevention and Protection
Tips for a mosquito-free summer
Mosquito season is upon us, and with that comes the danger of mosquito-borne diseases. There is an expected increase in mosquito populations this year due to recent rains and areas of standing water in the community. Mosquitos become more active as temperatures rise, and it is important to take specific measures to prevent the presence of mosquitos and protect yourself from mosquito bites.
Help Murrieta prevent mosquitos with the following tips below:
Prevent:
🚫 Dump and scrub containers that hold standing water.
🍂 Keep rain gutters free of debris.
🚰 Ensure drain pipes are closed and not collecting water.
🏊♀️ Keep pools chlorinated and filters operating. (Unused pools should be empty and dry.)
🐾 Frequently change water in animal water dishes.
🗑️ Properly dispose of old tires.
⛲ Keep decorative fountains operational or drain the water.
🌳 Thin out tree branches, trim and prune ornamental bushes, and keep grass mowed.
Protect:
👚 Cover up: Wear long sleeves and pants when outdoors.
🪟 Screens: Ensure doors and windows have screens that fit tightly and do not have holes.
🦟 Insect Repellent: Apply repellent with active ingredients like DEET, picaridin, IR3535, or oil of lemon eucalyptus to exposed skin and/or clothing. (As stated on the label.)

Rattlesnake Awareness and Safety
Tips for rattlesnake safety
As we enter this time of year, it's crucial to be mindful of rattlesnakes in our backyards, on trails, and in brushy areas. While rattlesnakes are typically non-aggressive, it's important to stay alert and avoid any interactions to prevent potential rattlesnake bites. According to the California Department of Fish and Wildlife, most bites are reported between April and October when outdoor activities increase. Remember to safeguard children and pets in an emergency, please call 9-1-1 and seek medical attention immediately.
Here are some key tips:
🔍 Be alert and scan your surroundings.
🚶 Stick to well-used trails and wear appropriate clothing.
🔦 Watch where you are walking and placing your hands.
🌳 Avoid typical rattlesnake hiding places such as grass, shrubbery, and weeds. Be careful around crevices, rocks, log, in s and stumps.
🌙 Bring a flashlight when walking at night.
🔔 Move away when you hear a warning rattle.
🐍 Seek professional help for handling live and dead snakes.

Murrieta Fire & Rescue Releases First Annual Report
Murrieta Fire & Rescue has released its first-ever Annual Report, highlighting the work done for the citizens throughout the year. The department aims to continue highlighting its achievements annually. The report is available to view and download online for interested individuals.
Defensible Space Requirements
Fire Inspectors have completed their first round of Defensible Space Inspections, which included 14,400 inspections this year; 12,700 were compliant, with 1,700 in violation (11.8%). Murrieta Fire & Rescue sent requests to community members to ensure their homes are fire-safe and meet municipal fire code requirements to prevent wildfires. MFR Nurse Honored by State EMS Agency
Congratulations to Jennifer Antonucci, the EMS Coordinator for Murrieta Fire & Rescue, for receiving the Distinguished Service Medal from the State of California Emergency Medical Service Authority on May 23, 2023. Jennifer's selfless commitment to the EMS industry and dedication to ensuring paramedics are trained to provide compassionate patient care has earned her this prestigious honor. Her exceptional teaching abilities and passion for the industry make her an invaluable asset. As a Registered Nurse, Jennifer's hard work and guidance have contributed to making our community safer through the education and development of our paramedic program. This recognition is truly well-deserved. Congratulations once again, Jennifer!
Firefighter Recruit Academy
Murrieta Fire just graduated Academy 523 and now has five new firefighter/paramedics serving the community. This academy brings experienced firefighters to the Murrieta Fire family, and means that MFR is at full staff going into the summer.

The Library kicks off Summer programming
2023 Summer Reading Challenge
The Library has officially kicked off its 2023 Summer Reading Challenge and this year, instead of the regular six weeks, the program is extended to eight fun-filled weeks! The Library will offer a variety of engaging programs and take-home kits for all ages. Activities include a magic show and line dancing for children, and family date nights. Teens will have the opportunity to enter an art contest and scavenger hunt, as well as enjoy arcade and board games. Adults can have fun doing projects, such as the take-home candle making kit as well as participating in the in-house art classes - Chinese Brush Art and Water and Ink. Adults will also have the opportunity to win prizes in weekly drawings. Patrons of all ages may sign up online at bit.ly/mplsrc23. The Summer Reading Challenge runs through Saturday, July 29. Updates on laws and regulations
Advocating for the Interests of Residents and Businesses
Throughout each year, the State Legislature and the United States Congress propose and enact legislation, some of which affect local municipal government. The City of Murrieta recognizes the need for active legislative engagement at the local, state, and federal levels to enhance the interests of Murrieta’s residents and businesses. City officials maintain close relationships with Murrieta’s state and federal representatives.
At times, it is in the interest of the City to take a position on proposed legislation. Recently, the City issued three letters regading positions on key legislative matters that impact Murrieta:

- SB 584: Laborforce Housing: STR Tax Law - Oppose
- SB 19: California Fentanyl Abuse Task Force - Support
