Working Toward Solutions on RV Parking and Blight Management | |

We've fought hard for the creation of Safe Parking Sites for RVs, and we've recently opened facilities, but the next step is getting people who are living in RVs parked on our streets to accept the help and services these sites are offering. My office has worked diligently along with our colleagues on the City Council to give people living in RVs safe, managed places to go, but certain restrictions have slowed the adoption of our Safe Parking programs. In recent memos we've sought to reduce roadblocks like registration requirements, in hopes of enticing more RV residents to move their vehicles to these city sanctioned locations. We've also begun to crack down on the illegal rental of these vehicles on city streets, in an effort to stop "RV Slumlords" from perpetuating an already rapidly growing problem. | |

My office has recently produced three memos on RV Parking and Management.
Memo 1: Councilmember Cohen, Councilmember Ortiz) directs the City of San José staff to draft a law banning the rental and/or leasing of RVs on our city streets. It had recently been brought to our attention that many of the RVs parked in our neighborhoods were not owned by the occupants, but were being rented out by their owners, acting illegally as landlords, and we believe, exacerbating the problems caused by recreational vehicles being lived in on our streets.
Memo 2: (Mayor Mahan, Councilmember Batra, Councilmember Jimenez) streamlines the processes people living in RVs must navigate in order to gain access to managed Safe Parking Sites, reducing registration requirements in order to reduce barriers to acceptance of services and increase the usage of these sites, resulting in less RVs parked in our neighborhoods.
Memo 3: (Councilmember Cohen, Mayor Mahan, Councilmember Jimenez, Councilmember Doan) Begins process of researching and selecting more safe locations where RVs can park outside of RV Safe Parking Sites. It also asks staff to find ways we can regulate RVs citywide by taking city street width, sensitive areas like schools and daycares, and other safety concerns of the public into consideration in the site selection process.

SJPD Busts Group of Auto Thieves | |

Media Release from Sergeant Jorge Garibay of San Jose Police Department:
On September 10, 2023, at approximately 2:48 AM the San José Police Department received reports of multiple vehicle burglaries with approximately 50 vehicles in the Southern and Western Divisions of San José.
Patrol Officers responded and began the initial investigation. After collecting several pieces of evidence, two suspect vehicles were identified. One of the involved vehicles, a stolen white Hyundai sedan, was recovered unoccupied a short time later in the area.

A "be on the lookout" broadcast alert was created for the second vehicle, a black 2013 Land Rover SUV. At approximately 5:00 PM the same day, the SJPD Air Support Unit (Air3) was alerted to the second vehicle's location by Automated License Plate Reader (ALPR) cameras. Air 3 guided ground units to the location of the suspect vehicle and Officers initiated an enforcement stop. All occupants of the vehicle immediately fled from the stop, but after a short foot chase Officers were able to locate and arrest four occupants. The involved vehicle was determined to be reported stolen out of the city of Sunnyvale. | |

All four of the suspects were juveniles. Through extensive investigation, Detectives believe that at least one of the suspects may have been involved in the multiple vehicle burglaries. The suspects were booked into the Santa Clara County Juvenile Hall for various crimes.
The SJPD Burglary Unit is continuing to follow up on additional leads and to determine the involvement of all of the suspects. SJPD is urging the public to review all of their surveillance video for any footage of the suspects committing the burglaries in Willow Glen and south San José, with streets including but not limited to, Willow Street to Glen Eyrie Avenue, and Ashbrook Circle on the night of September 9th to the morning of September 10th, 2023.
Tips on how to avoid car break-ins:
- Do not leave valuables in your vehicle. (GPS devices, laptops, cell phones, wallets, identification, purses, or bank cards.)
- Do not leave windows or sunroof open.
- Do not leave doors unlocked.
- Do not leave keys in the vehicle.
- Do not leave the garage door opener in plain view.
- Do not leave out items with personal information.
- Do not move valuable items to the trunk while in public view.
- Park in well lit areas.
- Slow Down and use common sense before you leave your car.
Anyone with any information or surveillance video regarding the above commercial burglaries is urged to contact Detective Potwora #3506 of the San José Police Department Burglary Unit at 3506@sanjoseca.gov or 408-277-4401.
Submit crime tips and remain anonymous by using the P3TIPS mobile app, calling the tip line at (408) 947-STOP, or on www.svcrimestoppers.org. If the information you submit leads to an arrest, you are eligible for a cash reward from the Silicon Valley Crime Stoppers Program.

Closing 87 For Construction | |

Caltrans is scheduled to close Northbound and Southbound SR-87 on two weekends between late September 2023 and mid-October 2023. During the 56-hour highway closures, Caltrans will perform major pavement repair work on northbound and southbound SR-87
in Santa Clara County. One traffic direction on SR-87 will be worked on at a time. Detours will be in effect. All work is weather and conditions dependent.

WHY THE WORK IS NEEDED?
The purpose of the project is to improve ride quality, enhance safety,
and extend the service life of the pavement. These full weekend
closures are necessary for worker and public safety during the work.
Caltrans will perform major pavement rehabilitation on the two center
tra c lanes in both the northbound and southbound directions of
SR-87. The roadway has become worn and in need of major repairs
due to decades of high traffic use.
CLOSURE WILL START FRIDAYS AFTER 9 P.M. AND CONCLUDE
ON THE FOLLOWING MONDAYS NO LATER THAN 5 A.M.
These closures will allow for concrete pavement in tra c lanes to be
replaced. These closures will shorten the duration of the project by
providing improved safety and better ride quality to the public. These
series of weekend SR-87 closures will reduce the number of overnight
lane closures needed to complete this work by 2024 instead of
completing in late 2025.
