- On June 1, 2013, NYSED released the New York City Teacher and Principal Evaluation Plan. Legislation enacted earlier this year mandated that NYSED impose an Annual Professional Performance Review (APPR) plan for any district without an approved plan in place by May 29.
- The SLO Results Analysis webinar provides practical steps for successfully closing out SLOs and considerations for reflection and strategic planning for the upcoming school year, including an SLO calculator tool to support the calculation of multiple HEDI ratings.
- School Building Leader Field Test Opportunity: Field testing for the new School Building Leader (SBL) Assessment is available at Pearson Professional Centers and Pearson Authorized Test Centers throughout New York State from June 3-July 5.
- The U.S. Department of Education has announced the first-ever Principal Ambassador Fellowship. Principal Ambassador Fellows will spend a year gaining greater knowledge of the content of key federal programs and policies and will share their expertise with federal staff members. Learn more about the fellowship and how principals can apply before the July 16, 2013 deadline.
- A new webinar resource is available for applicants of the Strengthening Teacher and Leader Effectiveness 2 RFP. The webinar, Designing Career Ladder Programs for Teachers and Principals, provides technical support and assistance to districts and schools across New York State regarding career ladders.
Governor Cuomo's Competitive Grant Initiatives Enacted in the 2013-14 NYS Budget
The 2013-14 New York State Budget enacted several competitive grant programs. SED expects to release requests for proposals (RFPs) within a month, with awardees to be announced by late summer. Programs are anticipated to begin throughout the early fall and winter.
Universal Pre-Kindergarten: The enacted budget includes $25 million for expansion of prekindergarten programs either though the creation of full or half day slots or convening half to full day slots. All school districts are eligible to apply, while the program will give priority to funding districts with a higher concentration of students in poverty, districts that can demonstrate a higher need, and that illustrate a plan to use the funds in the highest need schools serving as many children as possible. All school districts that receive this funding must meet the Universal Pre-Kindergarten (UPK) requirements and will need to collaborate with community based-organizations for at least ten percent of their funded award.
Extended Learning Grants: The enacted budget includes $20 million for extended learning grants, which will be awarded to school districts able to demonstrate high need as well as a high demand. Successful districts will be able to articulate maximized use of additional learning time through either restructuring learning time or bolstering instructional time on core academics.
Community Schools: The enacted budget includes $15 million over three years to support Community School programs in thirty school districts with certain performance benchmarks. This competitive grant program seeks to incorporate this funding with multiple funding streams in high-need districts to raise student, family, and social supports throughout communities. This program is aimed to make government work better by targeting key resources and programs to support Community Schools and their local public, private, and non-profit sector partners.
