President's Message
Greetings NTMCA Members!
 
Well, for most of us, elections are behind us. We’ll, in turn, have more time to focus on other projects. I’m reminded of the various projects mentioned during January meeting. Now might be a good time to ask yourself, ‘Am I making progress on that project?’ or ‘Do I need to regroup and start the project with a different game plan?’ or ‘Should I ask someone for help?’.   Wherever you find yourself with your project (or projects), I hope you’re making progress and achieving success.
April Meeting – Professional Seminar

Many, many thanks to the Professional Seminar Committee - Co-chair Theresa Scott (Flower Mound), Co-chair Art Camacho (Haltom City) and Zolaina Parker (Watauga) who planned and led an extremely informative seminar this past month. The topic was ‘Avoiding Legal Pitfalls’. Nine attorneys from the law firm of Taylor, Olson, Adkins, Sralla & Elam LLP helped attendees gain a better understanding of the complex legal issues specifically as it relates to the functions of the municipal clerk’s office.

Topics covered included: Open Meetings Act, Public Information, Document Retention, Elections, Tort Claims Act, Electronic Signatures, Notarizing Documents, and Bonds for Secretaries. The attorneys did a great job presenting the information and even made it fun by using a couple games.

Over thirty people attended the seminar, most of whom experienced the new Denton County Southwest Courthouse in Flower Mound for the first time. It is a wonderful place to meet. Thank you also to Zolaina Parker (Watauga) for creating and donating the beautiful table décor.

Membership Update
We gained three more members this past month, bringing our membership total to 97. Way to go Membership Committee: Lauri Garber (Carrollton) – Chair and Amanda Jacobs (Bedford).

Next Meeting
Our Chapter does not meet in May due to elections. Our next meeting will be on June 21 st in North Richland Hills for our Awards Luncheon.

FY 2018-2019 Budget
The Board will soon begin working on the Fiscal year 2018-2019 Budget. If you have any thoughts or concerns, please email any one of us on the Board. We value your input.

  • Application deadline for Alyce Deering Scholarship has been extended to May 18th
  • Applications for serving on the NTMCA Board are due June 15th

REMINDER: Clerk of the Year nominations are due by May 11, 2018. As of April 20 th, I have only received 2 nomination forms. Please carefully consider who you would like to nominate from our Chapter. We have so many accomplished members who are doing great things! Let’s recognize them for their leadership! The form and qualifications are below.

Qualifications:

NTMCA Clerk of the Year
1) A City Secretary who has been an active member of the NTMCA for at least three years;
2) Must have provided service to other Municipal Clerks on a local level where the opportunity exists;
3) Must have exhibited leadership abilities;
4) Must be a Texas Registered Municipal Clerk; and
5) Must currently be a City Secretary.


TMCA Clerk of the Year
1) Must currently hold a municipal clerk position;
2) Must currently be an active member of the Texas Municipal Clerks Association, Inc., and must have been an active member for at least five years;
3)Must have provided service to other Municipal Clerks on a local level where the opportunity exists, or on a state level;
4) Must have exhibited leadership abilities;
5) Must be a Texas Registered Municipal Clerk; and
6) Must not be a prior recipient of the Municipal Clerk of the Year award.

Board Officer Applications Wanted!
 
The 2018 Nominating Committee is seeking applications for individuals wishing to serve on the NTMCA Board. Board Member positions include the offices of President, Vice-President, Treasurer, Secretary, and Historian. 

Board Members must be willing to commit to attend the ten monthly Chapter meetings throughout the year. Board Members also meet after regular Chapter meetings, as well as attend 2-3 all day retreats, as scheduled by the Board President. Board Members typically dedicate two to five hours per week of their time to NTMCA duties. 
 
Please review the NTMCA Bylaws for detailed descriptions of duties and commitments. Please take the time to give back to our organization through service on the board.

2018 Alyce Deering Scholarship Applications

We are currently accepting applications for the 2018 Alyce Deering Scholarship. The purpose of the scholarship is to provide funds for travel and seminar registration for a TMCCP/TMCA sponsored certification program. The full summary of the program is available HERE . To apply you submit a completed application along with a copy of your TMCCP transcript and a letter of commitment the Scholarship Committee c/o tdixon@townofbartonville.com .

The application deadline has been extended to May 18th.
