It was the night before the fiscal year end, when all through the state, not a lawmaker was stirring, not even a debate. The budgets were balanced, by the Capitol with care, in hopes that new funds soon would be there. The agencies were nestled all snug in their beds, while visions of grants danced in their heads. And the governor in his office, and I at my desk, had just settled our minds for a brief, needed rest. |
