Associate Spotlight
Jeanne Bain is a life-long resident of Decatur Township, and her ancestors were among the founders of Camby, IN. She has dedicated more than 32-years of service to Decatur Township and is the longest tenured employee.
Jeanne serves as the Chief Deputy Trustee/Clerk, amongst many other responsibilities, she fulfills the roles for the Township’s accounting, human resources, and payroll clerk for the small claims court, township assistance, and fire department. In addition, Jeanne has held positions with Marion County and the State of Indiana.
Thank you Jeanne for your long, continued, and dedicated service to the township, elected officials, and employees.

New Judge and Constable
take the Oath of Office
Greek philosopher Heraclitus said, “The only thing constant is change”. On November 8, 2022, the elections for township government took place and the results determined that change is inevitable. December 31, 2022 marked the retirement of Darrell Mcgaha, who served for many years as the Constable for Decatur Township and Myron Hockman, who served as the Small Claims Court Judge. Thank you to Darrell Mcgaha and Myron Hockman for their service. Jon Sturgill began fulfilling the duties of Judge at the court and Luke Schmitt began fulfilling the duties of Constable.
In 2020, Steve Rink, retired as the Decatur Township Trustee and Jason Holliday was elected by the caucus of precinct committee persons to complete his term. In the November 2022 elections, Jason Holliday was elected by the Decatur Township constituents to serve the next four years. Trustee Holliday is honored to continue his service to the community as the Trustee of Decatur Township.
Luke Schmitt previously served two years on the Decatur Township Board; however, with his election as the Constable, he is unable to continue as a Board Member. Therefore, Greg Hibler was selected by the caucus of precinct committee person to fill this position on the Decatur Township Board. As a result of the elections, there are several changes in our local township government but with change comes the opportunity to have a positive impact on our community.

Meet Your Decatur Township Constable
Luke Schmitt

Luke Schmitt took the oath of office on January 3, 2023, as the newly elected Decatur Township Constable. Schmitt was born and raised in Jasper, IN but established his family roots in Indianapolis over 32-years ago and specifically in Decatur Township for 25-years. He and his wife, Grace will be married 30-years this July and have two grown daughters, Catherine, and Carolyn. Previously, Schmitt served on the Decatur Township Board, representing District 4. He attended IUPUI and completed his bachelor’s degree in Criminal Justice, which sparked his passion for law enforcement and guided him toward this career path. He has served with the IUPUI police department, Marion County Sheriff’s Department, which then merged to form the Indianapolis Metropolitan Police Department (IMPD). During his law enforcement career, he has served in a variety of diverse units, which include Patrol, Vice and Narcotics Unit, Interdiction Unit, and is currently assigned to the Mounted Patrol Unit. Schmitt enjoys the outdoors and working with his horses during his time off from work, and he looks forward to serving the citizens of Decatur Township as their elected Constable.

MESSAGE FROM THE FIRE CHIEF | |

It is truly an honor to present the Decatur Township Fire Department (DTFD) 2022 Annual Report to Trustee Holliday, the Decatur Township Board, and the community. This report contains information, activities, and accomplishments from this past year. The Decatur Township Fire Department is a professional organization comprised of highly trained and dedicated men and women. These men and women unselfishly serve the Decatur Township community every day to ensure that it is a safer and more desirable place to live and work. I am humbled to represent our organization and community as we progress into 2023.
DTFD is an all-hazards fire department, responding to approximately 8,200 emergency incidents last year. The primary responses are fire suppression and emergency medical services (EMS); however, we respond to a variety of other types of incidents. In addition, DTFD offers many programs, such as community risk reduction, fire and safety education, building inspections, fire investigations, plan review, car seat installations, smoke alarm installations, and much more. As a local government agency, we partner with federal, state, local, and non-governmental agencies to ensure collaboration is being executed on every level. These collaboration efforts ensure that DTFD is providing the best and most efficient service to our customers. As our community continues to grow, so do we. Our organization continues to change, evolve, and adapt to the priorities of the community. It is our commitment to the community to continue to train and enhance our knowledge and skills through professional development programs, intense hands-on training, and continue positive and productive relationships with all our partners to meet the needs of the community.
I want to thank each member of our organization, our Decatur Township Board, our Merit Commission, Trustee Holliday, and the residents and businesses of our community for their hard work, dedication, and support over this past year. We are truly blessed to have each of you. Please enjoy our 2022 Annual Report as it demonstrates a snap-shot of our successes over the year.

FEMA Assistance to Firefighters Grant (AFG) awarded to
Decatur Township Fire Department

Indianapolis, IN, February 24, 2023 – On February 6, 2023, Decatur Township Fire Department (DTFD) was awarded a FEMA Assistance to Firefighters Grant (AFG). The amount awarded was $327,272.72 to fund the purchase of new heart monitors/defibrillators that will replace old monitors on DTFD’s advanced life support (ALS) ambulances, fire engines, ladder truck, and EMS chief’s vehicle. This equipment is extremely beneficial when a patient is experiencing a STEMI (ST Elevation Myocardial Infarction), in layman terms, a heart attack. In 2022, DTFD was dispatched on 8,167 runs of which approximately 68% were EMS. The ALS crews can perform a 12-lead ECG (Electrocardiogram) in the field to determine if the patient is having a STEMI. This may determine the most appropriate hospital to transport the patient and receive the timeliest care. The cost of one heart monitor is between $40,000 to $50,000, depending on the manufacturer specifications. DTFD is committed to providing the highest quality of care to the community. This includes the Indianapolis International Airport main terminal which is located within the township and DTFD provides EMS response to individuals traveling through the airport. | |

As part of our twelve-month action plan The Decatur Township Drug Free Coalition will be conducting a social services and quality of life door to door campaign to address issues in Decatur Township. The enhancement campaign will be led and coordinated by the Decatur Township Drug Free Coalition. The residents of Decatur Township will be engaged in order to address the social issues, systemic issues and overall quality of life. We will offer and provide resource information to the residents along with information about our Decatur Township Drug Free Coalition.

OTHER SERVICES AND INFORMATION | |
Administering and distributing township assistance, to township residents is a primary duty of the township trustee (IC-12-20-5-1). The trustee is charged to care for individuals by the most economical means available and at the same time ensure that the necessary needs of an individual or family are met. The applicant must show that they are unable to provide those needs through personal effort and that they have exhausted all other means. The types of assistance provided by the township trustee include rent, utilities, medical, food, and clothing. | |
Burial assistance is available from the Township Trustee when no other means of payment are available. The trustee, according to IC Title 12, is to oversee the burial of the indigent. | |
