An updated version of the AHFA Actual Cost Certification and the new Actual Cost Certification Index Pages are available.

Within 180 days of a project being placed-in-service, the owner must submit to AHFA a completed Actual Cost Certification Package. The Package requires an Actual Cost Certification opinion which must be:

a. Supported by an independent third-party; and

b. In a form that is acceptable to AHFA by an Independent Certified Public Accountant.

The Actual Cost Certification Package must be completed by the owner and provided to AHFA prior to the issuance of the Low-Income Housing Tax Credit Allocation Certification (IRS Form 8609).

AHFA is under no obligation to issue 8609s for any year if the Actual Cost Certification package is received:

a. After December 1st of such year; or

b. Prior to December 1st of such year and the Actual Cost Certification package is not complete or requires clarifications.
