Dear District Council Members,

Thank you for all your support and leadership this year to your clubs, its members, and district. We are seeing great strides and progress being made by clubs and members throughout the district, and we thank you for your role in this!

In preparation for the upcoming 2022 Annual Conference on April 29-30, 2022, I am providing the meeting packet for the District Council Annual Business Meeting (via Zoom) on Saturday, April 30, 2022 at 3 pm.

As posted on the District 33 website last month, the following items will be presented to the District Council for voting:

  • Minutes from the September 10, 2021 District Council Meeting
  • Proposed Changes to the District 33 Operations Manual
  • Realignment Proposal for 2022-23
  • Election of District Officers for 2022-23 (District Director, Program Quality Director, Club Growth Director and Division Directors (7))
  • District Leader Appointments (made since the September 10, 2021 District Council Meeting)

In order to attend the District Council meeting on April 30th, you must register to attend the Annual Conference. To register, go to this link on the District 33 website:

Immediately after registering, you will receive a confirmation email that provides your unique Zoom link to use to join.

The District Council consists of all club Presidents and Vice Presidents Education (VPEs) plus the District Leaders who comprise the District Executive Committee (DEC). DEC members are entitled to one (1) vote and may cast up to two (2) additional votes as a Club President or Vice President Education. The VPE and the President each has one vote.
Clubs must be in "active" status (with a minimum of 8 paid members paid through 9/30/22) in order for their Club President and/or VPE to vote in a business meeting (Club Status Guide).

A quorum is required to conduct business. When a meeting is conducted virtually, no proxies will be permitted during voting. In other words, each District Council member must cast his/her own vote. Note in order to vote and receive a ballot you will need to register no later than 3 pm PST, Thursday, April 28, 2022. Instructions on voting and meeting procedures are included in the meeting packet.

Per Toastmasters International Protocol 7.1(6)(F), members who are not District Council members may attend District Council meetings, however, only voting members may participate in council deliberations.

District Executive Committee (DEC) Meeting

District Executive Committee (DEC) members are also members of the District Council. The DEC include the district director, program quality director, club growth director, public relations manager, district administration manager, district finance manager, division directors, area directors, and immediate past district director.

There is a DEC Meeting before the District Council meeting on Saturday, April 30, 2022 at 7:00 am. A separate email with the packet and zoom link will be sent to each DEC member.
