LIT Surcharge Testing Project

Status Update - June 14, 2024

Permitted Surcharge Testing Now Underway


The LIT project is in the planning and design phase. Part of that process involves making sure that we have a strong foundation on which to build. Our soil studies have given us valuable insight and a path forward. The next step in the development process is to validate those studies by performing different field tests. The first is a series of surcharge tests.


Crews are on-site weekly, Monday through Friday, from 6:00 a.m. to 5:00 p.m., while constructing the two test sites and access road; Saturdays will be weather-related makeup days.

Traffic Status


To ensure safe and efficient operations while constructing the driveway and other areas for the surcharge test site, scheduled lane and shoulder closures will occur on westbound E. St. Bernard Highway at Springer Lane.


Shoulder Closure: Beginning the week of 6/17/2024 - Anticipated to last three weeks


The westbound E. St. Bernard Highway shoulder closure will occur between 8 a.m. and 3:30 p.m. Drivers can expect to see: 


  • "Road Work Ahead," "No Shoulder," and "End Road Work" signs along westbound E. St. Bernard Highway
  • Traffic barrels and barriers along the shoulder
  • Local law enforcement can be expected and will be utilized as additional measures to help traffic when needed
  • Multiple construction vehicles positioned inside the shoulder closure performing work


Single Lane Closure: Beginning the week of 6/17/24 - Anticipated to last three weeks


The westbound E. St. Bernard Highway closure will occur between 8 a.m. and 3:30 p.m. on the scheduled dates. Drivers can expect to see: 


  • "Road Work Ahead," "One Lane Road Ahead," "Flagger" Symbols, and "Reduced Speed Limit" signs in each direction
  • Flagman/women at a flagging station to hold & direct traffic in each direction 
  • Traffic barrels and barriers taking the westbound travel lane
  • Local law enforcement can be expected and will be utilized as additional measures to help traffic when needed
  • Construction vehicles entering and exiting the lane closures (Dump trucks, tractor-trailers, equipment transports, and light-duty vehicles)


Port NOLA and team continue to monitor river levels and will send updates should schedule adjustments need to be made.
