IN STATEWIDE NEWS:


After three weeks of the 2024 Legislative Session, policy bills are continuing to make their way through House and Senate Committees. Additionally, both chambers are passing significant legislation off of their respective floors.


On Wednesday, the House passed a top priority of House Speaker Paul Renner (R-Palm Coast). HB 1 Social Media Use for Minors by Representatives Fiona McFarland (R-Sarasota) and Tyler Sirois (R-Merritt Island) passed the House floor in bipartisan fashion by a vote of 106-13 on Wednesday. Notably, the bill would prohibit social media companies from allowing children under the age of 16 to create a social media account and would require social media platforms to institute an age-verification process for individuals 16 years of age and older.


Additionally, the House and Senate released their proposed budgets for FY 2024-25 last week. The House and Senate are separated by approximately $392 million in their proposals, with the House proposing $115,939,248,697 compared to the House budget of $115,547,289,055. Both budgets contain funding education, transportation, tourism and economic development, health and human services, civil and criminal justice, and agriculture, environment and general government. On Wednesday, January 31, the House and Senate Appropriations Committees will meet to consider their respective chambers' proposals before the budget conference process begins. Both the House and Senate proposals are higher than Governor Ron DeSantis' proposed budget of $114,447,407,482, but significantly less than the current FY 2023-24 budget of $119,096,273,377.

Last week, Holmes and Levy Counties traveled to Tallahassee for Rural Counties Days at the Capitol. Leaders from 28 rural counties in the state met with legislative leaders and agency heads to discuss issues important to their communities and priority projects. Liberty Partners was a proud sponsor of the Rural Counties Days Legislative Reception on Wednesday night, which was attended by more than a dozen legislators representing rural Florida. On Thursday, there was a Rural Counties Days Capitol Courtyard event, which featured many booths set up from rural counties and great food and fellowship.


IN FIRM NEWS:


Liberty Partners of Tallahassee would like to recognize the Holmes County Sheriff's Office (HCSO) for the great work they are doing in the community. Sheriff John Tate and HCSO are providing the tools and resources to assist those in the local community that are battling substance abuse and addiction. Through community partnerships, HCSO has been able to help more than 750 individuals access recovery programs and overcome their addictions.


On Friday, Liberty Partners Vice President Tim Parson traveled to Santa Rosa Beach for the Seacoast High School speaker series. Students were able to listen to business and education leaders from the area and learn more about career opportunities. These events also highlight their partnership with Northwest Florida State College on a planned expansion, which will allow students in grades 9-12 to complete high school and college credit courses on the campus.

HOUSE AND SENATE RELEASE PROPOSED BUDGETS FOR FY 2024-25


On Friday, the House and Senate released their proposed budgets, implementing bills and conforming bills for FY 2024-25. The House and Senate proposals are nearly $392 million apart, as the Senate proposal totals $115,939,248,697 compared to the House proposal of $115,547,289,055.


On Thursday, Senate Appropriations Chairman Doug Broxson (R-Pensacola) made announcements regarding amendment deadlines for the General Appropriations Act and budget-related bills ahead of the January 31 meeting of the Senate Appropriations Committee.


Additionally, the House has announced their deadlines for amendments to the General Appropriations Act and budget-related bills.


Highlights of the Senate budget - SPB 2500 - include the following:


General highlights


  • $500 million for the Emergency Preparedness and Response Fund.


  • Up to $455 million to retire outstanding state debt.


  • 3% across-the-board pay raise for all state employees.


PreK-12 Education


  • Total funding, including local revenues- $45.1 billion


  • $1.7 billion increase (6.51%) for the Florida Education Finance Program (FEFP).


  • Base Student Allocation (BSA) increase of $175.18 (3.41%).


  • $180 million to assist school districts and charter schools in addressing mental health issues.


  • $460.1 million for workforce development programs.


  • $290 million for School Safety Officers and school safety programs.


Health & Human Services


  • Total budget of $45.9 billion.


  • $716.1 million for the Live Healthy Act (SB 7016)


  • $51.3 million for the Health Care Innovation Council and Revolving Loan Program (SB 7018).


  • $38.9 million for the Home & Community Based Services Pre-Enrollment Categories 3-5 Waiver (SB 1758).


  • $64.8 million for the Agency for Persons with Disabilities (APD) Home and Community Based Services Pre-Enrollment to Waiver.


  • $89.1 million for Opioid Settlement treatment, recovery and prevention services.


Transportation, Tourism and Economic Development


  • $20 billion in total funding.


  • $100 million for the Florida Hometown Hero Program.


  • Law Enforcement Recruitment Bonus Program - $15 million.


  • Florida Job Growth Grant Funding - $75 million.


  • VISIT FLORIDA - $50 million.


  • $25 million for the Florida Department of Commerce Economic Development Toolkit.


  • Community Development Block Grant - Disaster Recovery Grant Funding (CDBG-DR) - $396 million.


  • Cultural and Museum Program Support Grants and Initiatives - $39.4 million.


  • Historical Preservation Grants and Initiatives - $14.6 million.


  • $14.3 billion for the Florida Department of Transportation's (FDOT) Transportation Work Program.


  • $1.3 billion to the Division of Emergency Management.


Agriculture, Environment, and General Government


  • $128 million for rural and family lands (SB 1638).


  • $107 million for My Safe Florida Homes (SB 7028).


  • $135 million for the Wastewater Grant Program.


  • $50 million for the Water Supply Grant Program.


  • $11 million for Non-Point Source Planning Grants.


  • $20 million for Alternative Water Supply (AWS) Grants.


  • $8 million for Small County Wastewater Treatment Grants.


Civil and Criminal Justice


  • $7.3 billion in total funding.


  • $100 million for Correctional Facilities Capital Improvement.


  • $11.1 million for Department of Corrections (DOC) education expansion.


  • $416.8 million to the Florida Department of Law Enforcement (FDLE).


  • $6.3 million for the Children In Need of Services/Families In Need of Services (CINS/FINS) program.

RURAL COUNTIES DAY HELD IN TALLAHASSEE


On Wednesday and Thursday this week, leaders from over 25 of the state’s rural counties traveled to Tallahassee to encourage support for their needs. The sixth annual Rural Counties Day at the Capitol highlighted the impact rural counties have in our state and showcased the economic benefits they offer. Liberty Partners of Tallahassee sponsored a legislative reception that was attended by over a dozen legislators representing these parts of Florida. 


There were also booths and exhibits on display in the Capitol Courtyard highlighted the uniqueness and attractiveness of each county. We are very proud to serve many of these communities and look forward to strengthening these areas for the future. Read more here.

HOLMES COUNTY SHERIFF'S OFFICE ASSISTS INDIVIDUALS SUFFERING FROM ADDICTION

AND SUBSTANCE ABUSE


The Holmes County Sheriff’s Office continues to make an impact on those within the local community who struggle with substance abuse and addiction. Sheriff John Tate has prioritized these needs and utilized resources available to ensure that incarceration is not the only tool that can be used to deter habitual offenders. However, through community partnerships, the Sheriff continues to provide these individuals with opportunities for rehabilitation.


By partnering with local businesses, the Sheriff’s Office provides a recovery program that emphasizes the importance of developing ways to help break the cycle of drug addiction. The program has already impacted the lives of over 750 individuals. The program relies on the help from counselors, some of whom have overcome their own struggles with addictions. LIBERTY PARTNERS ATTENDS

SEACOAST HIGH SCHOOL SPEAKER SERIES


On Friday, Liberty Partners Vice President Tim Parson attended the Seacoast High School speaker series in Santa Rosa Beach. Students there had the opportunity to hear from community business and education leaders in and around Walton County. Those presenting included leaders of the St. Joe Company, Florida's Great Northwest, Walton Area Chamber of Commerce and Economic Development Alliance. The career overview and subsequent discussion focused on the educational needs in the county from their perspective. Each of the speakers discussed growing up in the area and took time to answers questions from students and offer advice on how they were able to achieve success in their respective careers. 

 

The Seacoast Collegiate High School is also using these events to inform the community of their planned expansion project with Northwest Florida State College. When completed, the campus will be able to provide all students grade 9 through 12 the ability to pursue both high school and college credit courses. The partnership, along with the introduction of new educational programs, will influence economic growth in the region for many years to come.
