All in with the Capitol Region Dive Team
Detective Jacobson and CRCOG Intern Makahlia Harris.
The Capitol Region Dive Team serves as the regional dive team for CRCOG and DEMHS Region 3 and can be called out by any one of our member communities. South Windsor Police Sergeant Ronald Littell serves as Commander, and the team is comprised of 19 members from East Hartford, Glastonbury, Hartford, Rocky Hill, South Windsor, Vernon, and West Hartford. The team is always recruiting new members to provide their valuable service throughout the region.
The team trains on the last Wednesday of every month in the Connecticut River and on dry land. Through Homeland Security funds, CRCOG has purchased boats, a tow vehicle, dive suits, and sonar equipment for the team and is currently looking at larger-scale training sessions. The team’s largest boat, a Munson 28’ catamaran style, was recently renamed “Bobby’s Way” in honor of Hartford Detective Robert “Bobby” Garten, who was killed in the line of duty on September 6, 2023, and was a member of the Capitol Region Dive Team. The recovery missions for the Capitol Region team include:
- 1/2/24 - Rainbow Reservoir Launch, Windsor, CT
- 3/13/24 - Bolton Lake, Bolton
- 6/10/24 - Arrigoni Bridge, Middletown, CT

Camp Courant’s Law Enforcement Day is a hit with campers
Law Enforcement Day at Camp Courant began as part of the camp’s efforts to build positive relationships between children and our local police officers. This event aims to foster trust and mutual respect between the children and police officers; this, in the long run, will contribute to a safer community.
Camp Courant, the oldest and largest free summer day camp in the United States, hosts this event yearly in partnership with CRCOG. It brings together representatives from multiple police departments across Connecticut. Law Enforcement Day will celebrate its 10th anniversary next year.
The event included various demonstrations, interactive sessions, and fun activities that allowed the campers to learn about the roles and responsibilities of law enforcement officers in a friendly and engaging environment.

August / Labor Day Impaired Driving Prevention
Of the traffic crash fatalities during the 2022 Labor Day holiday period, 39% involved a drunk driver. The National Highway Traffic Safety Administration (NHTSA) will launch three awareness campaigns between August 14 and September 2 focused on preventing drunk and drug-impaired driving and drunk motorcycle riding.
The campaigns – Drive Sober or Get Pulled Over; If You Feel Different, You Drive Different. Drive High, Get a DUI, and Ride Sober or Get Pulled Over – are now available.
We encourage municipalities and other stakeholders to share these messages on their social media channels to help amplify this awareness campaign.

CRCOG Funding Opportunities
Upcoming Event
On August 27, CRCOG and the Connecticut Bipartisan Infrastructure Law Team (CTBILT) will host U.S. Department of Treasury Senior Advisor David Eichenthal to share information about a non-competitive funding opportunity. The Inflation Reduction Act’s (IRA’s) elective pay (or direct pay) provisions allow tax-exempt and government entities to receive tax credits for building qualifying clean energy projects. This non-competitive program issues tax credits for various projects, including clean electricity generation through solar, wind, and battery storage projects; building community solar projects; installing electric vehicle (EV) charging infrastructure; and purchasing clean fleets of vehicles for states or cities.
Learn more and register for this event by August 16. More information about elective/direct pay opportunities is available from the White House and the IRS.

“Rest is not idleness, and to lie sometimes on the grass under trees on a summer's day, listening to the murmur of the water, or watching the clouds float across the sky, is by no means a waste of time.” ~ John Lubbock
