Highlights from the Board

The LSAW Board of Directors met in Wenatchee on Saturday, May 20, 2023. Below are the highlights from the meeting and reports included in the agenda.

  • LSAW was well represented at the NSPS Spring Meetings and Day on the Hill in D.C.

  • President Tony Chenier attended the 2023 Alberta Land Surveyors’ Association Conference at Lake Louise.

  • LSAW is sending several representatives to the International Federation of Surveyors (FIG) 2023 Working Week in Orlando, FL.

  • The 2023 Conference was a great success. Fifty percent of the proceeds from the Conference were distributed among the Chapters.

  • As approved by the Board of Directors, the LSAW website received two new upgrades. The first improvement is to the Find a Surveyor (FAS) search engine which now allows the public to search by county served. Licensed members in private practice can now update their FAS profile to include all the counties in which they provide services. The second change is to the member profile area which now also includes a field for your legislative district. This will help future legislative efforts.

  • The updated LSAW Common Law Book update is being prepped for publication and will be available for purchase soon. An introductory rate has been approved by the Board.

  • The Deputy Director for the Board of Registration for Professional Engineers and Land Surveyors is retiring. Anyone interested in that position should reach out to Executive Director Ken Fuller.

  • A position for LS Member of the Board of Registration for Professional Engineers and Land Surveyors will be opening when Jim Wengler completes his term in 2024. Those considering applying for the position that would like an endorsement from LSAW should contact the LSAW Executive Office prior to our July 15th.

  •  Bruce Dodds will be leaving the DNR Survey Advisory Board and there is a current effort to find his replacement. This position requires both PLS and PE licensure.

  • Future Meeting Dates:
  • Tuesday, August 8, 2023 at 5 PM – Zoom Video Conference
  •  Friday/Saturday, November 3-4, 2023 – Fall Workshop & Board Meeting at Clark College in Vancouver

  • The Walker Cup Gold Tournament will be held at  Druid’s Glen on August 25th

  • The 2024 Conference will be held at the Tulalip Resort on February 28 – March 1.

  •  The next issue of the Evergreen State Surveyor is scheduled for August and will be centered around the 50th anniversary of the Surveyor Recording Act.

  • The Board discussed ways to increase the value of membership through new and existing member benefits. An ad-hoc Membership Satisfaction Committee is spearheading this effort. If there is a resource that you think LSAW can provide, please contact the LSAW Executive Office.

  • LSAW is looking for a Sponsor for the Monument Preservation bill. If you know a legislator that may be willing to support the bill please reach out to Pat Beehler at pjbeehler@comcast.net.

  • LSAW Members are encouraged to check out Mentoring Mondays, a free weekly virtual discussion group for the profession.

NGS Webinar: Partner Panel Session Discussion of the Benefits and Challenges of Transitioning to the Modernized NSRS

June 22, 2023 | 11:00 AM, Pacific Time

Presenter: Jan Van Sickle, Principal Scientist R&D, Maxar Technologies; Linda Foster, Global Manager, Land Records/Cadastre, Esri; Brian Fisher, Registered Land Surveyor, Central Arizona Project; and Davey Edwards, Sr. Project Manager, Baseline |DCCM

As NGS prepares to launch the first alpha products for the 2025 release of the modernized National Spatial Reference System, we have invited four distinguished members of the geospatial community to join us for a discussion about the benefits and challenges they see for transitioning to the new system. NGS recognizes that it will take users both time and resources to make the transition and update their surveying and mapping workflows. We are, however, confident that the benefits derived from using the more accurate and consistent reference systems will be well worth the investment. We are not asking you to take our word for it, but we are inviting you to come talk it over with some of our stakeholders and commercial partners.

PROPOSED AMENDMENTS TO

WAC 332-120-060/-07 AND WAC 332-130-080

This notice is to inform you of proposed amendments to WAC 332-120-060 & -070 and to WAC 332-130-080(3). Preproposal Statements of Inquiry, CR-101s, have been posted in the Washington State Register under WSR 23-11-070 and WSR 23-11-161.

CR-102s with the proposed amendments will be published in early August. Public hearings on the proposed changes will be held toward the end of August.

The proposed amendment to WAC 332-120-060 & -070 would eliminate the requirement for a land surveyor to file a Record of Survey upon remonumentation of monuments destroyed as a result of construction or other activities such as road resurfacing projects.

The proposed amendment to WAC 332-130-080(3) would require that a statement be placed on recorded surveys to report the relative accuracy achieved and the method of mathematical analysis used.

Interested parties can find out more about the decision to adopt the new rules and formulation of the proposed rules before publication by contacting Patrick J. Beehler, PLS, CFedS, 1111 Washington Street S.E., Olympia, WA 98504-7030, phone 360-902-1181, fax 306-902-1778, email pat.beehler@dnr.wa.gov, website https://www.dnr.wa.gov, or David Icenhower, PLS, CFedS, 801 88th Avenue S.E., Tumwater, WA 98504-7019, phone 360-902-1197, fax 360-902-1191, email David.Icenhower@dnr.wa.gov, website https://www.dnr.wa.gov/public-land-survey-office.
