REGULATORY FEE PAYMENT DEADLINE ANNOUNCED


The FCC announced this week that Annual Regulatory Fees must be paid by 11:59 PM Eastern Time on September 20, 2023. The FCC’s CORES database, through which the fees must be paid, is now available for this payment. See the FCC Public Notice here: https://docs.fcc.gov/public/attachments/DA-23-764A1.pdf


The FCC also issued a second Public Notice setting out general filing procedures. That Notice set out the methods for making payments, including limits on credit card payments, and is available here: https://docs.fcc.gov/public/attachments/DA-23-765A1.pdf


For broadcasters, a third document, a Fact Sheet called “What Your Owe – Media Services Licensees for Fiscal Year 2023,” sets out specific information as to what is owed by commercial broadcasters and restates some of the information from the Notice on filing procedures. This broadcast-specific Fact Sheet is available here: https://docs.fcc.gov/public/attachments/DOC-396377A1.pdf


The FCC also released a Fact Sheet setting out the details of who is exempt from regulatory fees, including Noncommercial Educational stations and commercial stations whose total fee obligations are “de minimis,” i.e., they total $1000 or less. That Fact Sheet is here: https://docs.fcc.gov/public/attachments/DOC-396418A1.pdf

As being late with regulatory fees can bring substantial penalties, commercial broadcasters should immediately review these documents and prepare their fees so that they can be submitted before the September 20 deadline.

KBA BOARD ELECTIONS

MARTIN WINS, MILAM NOMINATION RATIFIED

Lynn Martin, President & CEO of LM Communications, has won the election for District 5 Radio Director. Martin will join KBA's Board of Directors in 2024 and will serve a two year term.

Julie Milam's nomination to serve as 2024 Chair-Elect has been formerly ratified by the Association's membership. Milam will serve as Chair-Elect in 2024 and will naturally ascend to Chairman of the Board in 2025.

EMERGENCY ALERT WEBINAR

PREPARING FOR THE UPCOMING NATIONAL TEST

Wednesday September 6th @ 11:00 AM eastern


FEMA (Federal Emergency Management Agency) and the FCC have scheduled a special National EAS Test on October 4th, 2023.  The test will be fed via IPAWS (Integrated Public Alert and Warning System) at 2:20 PM Eastern.  Stations should determine that their EAS system is operating correctly to ensure proper reception and retransmission of the National Test.


Engineers Larry Wilkins and John George will conduct a webinar to go over the EAS Test Reporting System (ETRS) form one (changes due September 15th) and how to ensure EAS equipment is configured correctly to receive the National Periodic Test (NPT).


Representatives from Digital Alert System, Sage Alerting Systems and Gorman-Relich will be in the meeting to answer any questions about setting up their systems correctly.

UNPLUG


According to the US Department of Labor, Labor Day is an annual celebration of American workers' social and economic achievements. The holiday is rooted in the late nineteenth century when labor activists pushed for a federal holiday to recognize workers' many contributions to America's strength, prosperity, and well-being. Am I the only one who believes it's a tad ironic that we celebrate work by taking the day off?


Because our schedules are so busy, we often push non-critical tasks to the weekends.  This means that we never stop working.  Our advice this weekend is to stop.  This weekend, take some time to unplug, relax, and refresh.  Psychology Today recently had an article about the long-term effects of all this constant stress and busyness on our mental health.  People are more on edge, more stressed, and quicker to inappropriate reactions and hostility because of the pace of our world.


This weekend, unplug.  Whatever it is, it can wait till Tuesday. There are plenty of things that you can do to unplug and recharge. The key is to do something you genuinely enjoy.  Here are some suggestions:


  • Sleep in – If you usually get up at 5:30 a.m. daily, turn off the alarm and see if you can sleep until 8.
  • Read a book for fun – hobbies, fiction, art, culture. Pick a book that you wouldn't normally use for business.
  • Visit an art gallery or a museum – admiring the creativity of others can be mind-expanding.
  • Take a walk – exercise has well-documented benefits. You don't have to go nuts; just take a walk or a bike ride. Get outside and enjoy some fresh air.
  • Appreciation Journal – Spend some time thinking about and making a list of all the things you have in your life that you are thankful for.  Often, we take our current situation for granted and only focus on the problems or the things we don't have. 
  • Take a NON-work-related course or learn something that interests you outside of what you do for your career. 
  • Surround yourself with people who make you happy and give you joy!


Our business isn't slowing down, and that's a good thing.  There is always something more to do, something more to learn, more clients to help, more promotions to dream up.  


Psychologists say we have a chronic preoccupation with what we aren't doing.  We are so worried about what we are not doing that we can't focus on what we are doing and do it effectively. This weekend, we can worry about all the things we'll have to do next week and those we didn't get done last week, or we can enjoy some outdoor time camping, relaxing, and spending time with friends and family WITHOUT our phones constantly buzzing, dinging, and stealing our attention and our joy.  This weekend, we encourage you to forget where you've been or where you are headed from a work perspective and relax, recharge, and refresh.  If you have some ideas about non-work activities that bring you joy, we'd love to hear about them.
