FCC TO LOWER REGULATORY FEES

The FCC released its Report and Order setting the annual regulatory fees that broadcasters must pay for 2023. The Order confirmed the FCC’s preliminary conclusion from its May Notice of Proposed Rulemaking to reallocate the costs of some of its employees who did not perform services that affected broadcasting away from broadcast services, thus substantially lowering broadcast regulatory fees for 2023. TV stations will pay approximately 12% less than last year. Radio fees will also decrease. Radio stations with the smallest service areas will see the biggest decreases, as the FCC added a new lower tier of fees for the radio stations covering the fewest people (those serving fewer than 10,000 people). We expect that, in the next few days, the FCC will issue a Public Notice announcing the dates for the payment window. We also expect that, as in the past, the Media Bureau will release a fee filing guide for the broadcast services. | |

(I just presented this to the West Virginia group and they really enjoyed it). Sometimes we need to be more focused on being focused, and putting our attention to the people who make it all work. This session will remind you of areas that can have an enormous impact on those around you…and your bottom line. Prepare to walk away with a clearer vision of how you should lead in the months ahead.
Steve Wexler: Breakthrough Content
This workshop dives into the creative process, giving content creators specific tools to help them identify and create more unique, compelling content that can’t be replicated. Steve identifies the biggest obstacle to creating more memorable content and provides a process for show preparation that also helps coaches evaluate and critique content in a more helpful, constructive way. I also touch on why most “aircheck” sessions don’t really result in better content—a real eye opener for PD’s and talent! Target audience: PD’s, producers, air talent, managers etc.
Les Rose: Journalism Workshop
Les is starting his eighth year as a Broadcast and Digital Journalism "Professor of Practice" at Syracuse's Newhouse School. Before becoming a professor, Les spent 38-years as a news videographer/editor/and field producer. Thirty of those years were spent at CBS News in the LA Bureau and over two decades working with Correspondent Steve Hartman.

BEWARE: POLITICAL ADS WITHOUT CANDIDATE TAG OR LIKENESS
The KBA wanted to remind broadcasters that candidate ads, to be entitled to lowest unit rates during political windows, need to be a “use by the candidate.” One of the elements of a “use” is that the ad include the recognizable voice or image of the candidate for at least 4 seconds. If the candidate’s voice or image is not in the ad, there is even an argument that the ad need not be given comparable rates outside of the political window, and that the “no censorship” prohibition does not apply. As you know, candidate “uses” cannot be censored by a station, and stations are therefore immune from any liability for the contents of a candidate’s ad. But if the ad is not a “use,” and it contains false statements about an opposing candidates or other content that could lead to liability, the failure to have the voice or image of the sponsoring candidate in the ad could mean that stations have potential liability for the content of a candidate’s ad, just as they do for ads from non-candidate organizations. KBA suggests that, if you receive a candidate ad without the recognizable voice or image of the candidate, particularly if it is an attack ad, you discuss these issues with your station’s attorney who advises you on FCC matters.

REMEMBERING RICK HOWLETT

The Kentucky Broadcasters Association is saddened to learn of the passing of Rick Howlett, a veteran broadcast news journalist and longtime host at WFPL-FM in Louisville.
Howlett passed away on Saturday surrounded by family, said Stephen George, president and CEO of Louisville Public Media. He began his career as a Kentucky newscaster in 1984 and joined Louisville Public Media in 2001, the station reported.
Howlett was diagnosed with esophageal cancer last year. He continued to work between treatments but earlier this month, he transitioned into palliative care.
Rick Howlett was 62 and is survived by his wife and son.

Bill’s general manager was planning his company’s spring kick-off sales meeting. He was looking for ideas for how to improve performance, inspire the team, and get them ready for the busy selling season. Bill said to his boss, "I gotta guy that goes to my church who does a great job training sales teams, want me to call him?"
If you sell a product or service, the ultimate compliment, the ultimate goal is to be "the person." Need to buy a car? “I got a person.” Want the best steak in town? “I got a person.” Need a flower arrangement that will blow them away? “I got a person.” If you take inventory of your purchases, chances are you “got a person” too - several.
I love reading Seth Godin’s blog. Sometimes it's short and powerful, like this one:

That's not going to get you very far when you sell stuff, raise money, look for a job...
What if instead, you created a reputation as the person or organization that can honestly say, "you can't get this from anyone but me?”
