LOCAL REENTRY MOMENTUM

North Carolina’s Strategic Plan for Success

North Carolina joined the Reentry 2030 initiative in January and has now shared their comprehensive strategic plan to improve reentry outcomes. The plan emphasizes reducing recidivism and enhancing community reintegration through evidence-based practices and strong community partnerships. Key areas of focus include expanding access to mental health services, workforce development, and housing support. North Carolina's commitment to these priorities will pave the way for safer communities and brighter futures for people transitioning from incarceration.

Up to 330,000 young people (age 21 and below) who are currently incarcerated in state facilities, jails, and juvenile detention could gain access to Medicaid coverage under the Consolidated Appropriations Act of 2023. This expanded eligibility opens the door to essential services like mental health and substance use disorder treatment—critical tools for successful reentry. It also includes young people 26 years and under who have been involved with the foster care system. This change represents a significant step forward in supporting vulnerable youth and their futures.
