Industry Updates:

Setting the Record Straight on New York’s Climate Law – Rich Schrader – NRDC – This succinct essay debunks fossil fuel arguments aimed at slowing down and blocking the implementation of New York’s Climate Leadership and Community Protection Act (CLCPA). “An investigation by the Public Accountability Initiative found that, since 2016, a multifaceted campaign by the fossil fuel industry has aimed to shape public opinion and influence political decision makers in New York State by spending more than $15.5 million on lobbyists to advance fossil fuel infrastructure. The campaign has donated more than $1.4 million dollars to lawmakers on both sides of the aisle and funded polished propaganda efforts to mislead the public and policymakers about the impacts of fossil fuel consumption and climate mitigation. And the efforts of the fossil fuel industry to block New York State from achieving its climate goals is having real-world consequences. For example, the New York HEAT Act was left out of the fiscal year 2025 state budget, in part because of opposition and misinformation from the western New York gas-only utility National Fuel.” Link.

Brooklyn Affordable Housing Project Is Geothermal – Brooklyn Community Housing & Services (BCHS) - “Along with partners Alembic Community Development and Love Fellowship Tabernacle, BCHS is co-developing 2435 Pacific Street, which will provide 240+ units of new affordable and supportive housing in East New York with a focus on families and domestic violence survivors… The Pacific Street project will incorporate evidence-based best practices that allow families to heal, and get back on their feet and thrive. Governor Hochul announced $113.3 million in NYS funding for this…10-story development with 236 affordable apartments, including 142 with supportive services” last year. Jens Ponikau of Buffalo Geothermal notes the geothermal system will provide all heating, cooling and hot water for the building. Link.


Hudson Valley Public Power Push – Colin Kinnibrough – New York Focus – “Hudson Valley lawmakers are introducing a bill to mount a public takeover of the electric and gas utility Central Hudson, replacing it with a new Hudson Valley Power Authority. The goal? To turn the smallest of the state’s major utilities — and its most unpopular, according to one survey — into a democratically controlled force for greening the state’s economy. The legislation, sponsored by Assemblymember Sarahana Shrestha and Senator Michelle Hinchey, seeks to rein in rate hikes, capping bills at six percent of customers’ incomes.” Link.


Can California’s New Fixed Electricity Rates Help the Energy Transition? - Jeff St, John – Canary Media – “In a unanimous decision, the California Public Utilities Commission on Thursday (2024 05 09) authorized Pacific Gas & Electric, Southern California Edison, and San Diego Gas & Electric to add monthly fixed charges to their customers’ electric bills, while reducing how much they’re charged for every kilowatt-hour of electricity they use. The top charge of $24.15 per month is among the highest such utility fixed monthly charges in the country. Lower-income customers will pay smaller fixed monthly charges of $6 per month or $12 per month. At the same time, ‘volumetric’ utility charges will drop by an average of 5 to 7 cents per kilowatt-hour, or roughly 10 percent. Speaking before Thursday’s vote, CPUC President Alice Reynolds described the change… as ‘a very incremental but important step’ toward making it ‘more attractive for customers to electrify.’ ” Link.

NY-GEO Submits Testimony in New Energy: New York (NENY) Proceeding – JR Rath – NY GEO Director of Operations – The Public Service Commission invited testimony on the NENY program, which will be spending $5 Billion over the next 5 years. JR Rath coordinated testimony from NY-GEO. Here’s a sample passage: “ NY-GEO has long been interested in ways to communicate the beneficial impact geothermal technology has on limiting electrical grid expansion and infrastructure costs as electrification and decarbonization move forward. A very pertinent aspect of this is peak shaving/peak reduction. We would like to request… expanding the metrics to include information on grid infrastructure cost savings resulting from the proposed projects.” See item #820 (6th column over) at this link.

FERC Ruling: Plan for Electrification – Zach Bright – E&E News - “The Federal Energy Regulatory Commission in a 2-1 vote approved the rule aimed at facilitating a massive build-out of the U.S. electric system. A divided Federal Energy Regulatory Commission said grid planners and transmission owners must look 20 years ahead to expected shifts in how electricity is produced and consider a range of long-term benefits to building and upgrading power lines.” link.


Climate Superfund Passes Assembly EnCon Committee The Climate Change Superfund Act (S2129B Kreuger / A3351B Dinowitz) would raise $3 billion a year from Big Oil corporations to repair transportation infrastructure, safeguard water systems and schools, and provide other essential climate resiliency measures. The NYS Senate passed the bill on May 7th by a vote of 43 to 7. On Tuesday, the Assembly Environmental Conservation Committee reported the bill to the Assembly Ways and Means Committee, a step toward passing the measure. Food and Water Watch, NY RENEWS, NYPIRG and other supporters are asking citizens to contact their legislators to urge them to vote yes on this bill. Geothermal Energy for New York’s Capitol Report Released - The Sheridan Hollow Alliance for Renewable Energy (SHARE), a coalition of Capital area residents and statewide advocates has released a report by geothermal expert Jay Egg and SHARE’s science team demonstrating how the heating and cooling needs of the Empire State Plaza can be met without fossil fuels.  SHARE is calling upon the Legislature to pass the Renewable Capitol Act (A5633/S2689), legislation to mandate that the state convert the Capitol complex to renewables. Link.

LinkedIn Report on Green Jobs – Linked in Economic Graph – “The concentration of ‘green talent’ in the workforce — the share of workers who hold a green job or list at least one green skill on their LinkedIn profile — is growing in every one of the 48 countries we studied. We also found, however, that the increase in demand for green skills is outpacing the increase in supply, raising the prospect of an imminent green skills shortage." Link.



Why Heat Pump Water Heaters Could Soon Take Off - Alison F. Takemura – Canary Media – “On April 30, the Biden administration finalized efficiency standards — the wonky rules that govern appliances sold in the U.S. — that will supercharge sales of heat-pump water heaters. But that’s not the only force making it more and more likely that your next water heater will have a heat pump in it. Time to get acquainted.” Link.


Low-Income Households Spend Nearly 20% of Income on Home Energy and Auto Fuel Costs - Aimee Bell-Pasht - Senior Research Associate, Federal Policy Program, ACEEE, American Council for an Energy Efficient Economy - New research shows that combined home energy and transportation fuel costs make up a substantial share of household income. On average, low-income households spend 17.8% of their income on energy bills and transportation fuel, more than three times the national average. A staggering three in four low-income households experience high combined energy burdens, which we define as spending more than 12% of their income on energy. Link.


Governor Hochul Invited to Address International Policy Summits in Italy and Ireland - Press release – “From May 15-May 16, the Governor will be in Italy and the Vatican to participate in the Pontifical Academy of Science and the Pontifical Academy of Social Science’s 3-day joint summit, From Climate Crisis to Climate Resilience. The Governor will deliver an address on 'Climate Leadership in the Empire State: Building Resiliency for All.' Last week Governor Hochul was appointed as a Chair of the U.S. Climate Alliance, a bipartisan coalition of 24 governors advocating for bold climate action. From May 17-May 20, the Governor will be in Ireland where she will meet with senior government officials and key business leaders in Dublin. She will also deliver a keynote address on 'The Future of Cities' at the inaugural Global Economic Summit in Killarney, a global convening aimed at addressing challenges including the climate crisis and economic inequality."  Link.


Crypto-Miner Greenidge Generation Loses Another Appeal – Earth Justice - readMedia – “DEC Regional Director Dereth Glance issued a Decision upholding the denial of Greenidge Generation's air permit renewal application. The ruling confirmed DEC's authority to deny permits, including renewal permits, for being inconsistent with the greenhouse gas emissions limits of New York's Climate Law (the CLCPA) - and upheld the denial of Greenidge's permit on that basis.”  Greenidge has been attempting to re-open a gas-fired power plant in the Seneca Lake area to power its crypto mining business. Thanks to Assemblymember Anna Kelles for this tip. More Than Five Million Solar Installations In America – Press Release – Solar Energy Industries Association (SEIA) - The residential sector accounts for 97% of all solar installations in the U.S (7% of homes in America have solar). Per SEIA, over half of all U.S. solar installations have come online since the start of 2020 and over 25% have come online since the Inflation Reduction Act was enacted. SEIA forecasts that solar installations in the U.S. will double by 2030 and triple by 2034. Link.



Global Clean Energy Manufacturing Dominated by China – Maria Virginia Olano – Canary Media – “China has a huge lead in building the technologies of the energy transition. Can the U.S. and Europe catch up?” Note that heat pumps are the only technology reviewed where China doesn’t have a majority share of the market. Link.


Friendships Formed in a Governor’s Group Chat – The 19th – “The eight Democratic women leading their states — Maura Healey in Massachusetts, Katie Hobbs in Arizona, Kathy Hochul in New York, Laura Kelly in Kansas, Tina Kotek in Oregon, Michelle Lujan Grisham in New Mexico, Janet Mills in Maine and Gretchen Whitmer in Michigan… are actual friends. It’s one of the hazards of the job. Recognizing the different ways drill pipe can get stuck is the first step in prevention — and recovery. This article goes over several ways pipe might stick on a drilling project, and helps operators figure out what's happening downhole and attempt solutions." Link.


NYSERDA – Geo Projects Eligible for $2 Million under NYS Building Cleaner Communities Competition – NYSERDA - "This round of the competition includes funding for commercial, industrial, institutional, municipal, and mixed-use building projects across New York State that are transforming the market. Applicants may apply for incentives toward new construction or existing building renovation that is designed to achieve carbon neutral or net zero energy performance and demonstrates how the approach is replicable and cost effective. Project awards will be up to 60% of eligible costs, or 75% of eligible costs for buildings owned by 501(c)(3) corporations, up to $1.7 million per award. Projects that will incorporate ground source heat pumps for all heating and cooling loads will be eligible for an additional incentive cap up to $2 million." Thanks to NY-GEO E.D. Residential Energy Services Providers - Request for Qualifications (RFQL) 4902NYSERDA – “This Request for Qualifications (RFQL) 4902 seeks to establish a robust pool of vendors and contractors who have expertise in one or more areas of residential energy efficiency and clean energy:

  • Market Development and Implementation Services
  • Residential Services Providers
  • Technical Support, Analysis, and Tool Development
  • Housing and Policy Expertise

Proposals selected for award will result in an zero-dollar agreement with NYSERDA. Awardees will be pre-qualified to mini-bid on future opportunities, or in some cases be directly assigned work under this RFQL.” Link.

Climate Updates:

Health Care and Climate Change: An Ever-Expanding Negative Feedback Loop – That’s the title of a chapter in a new report from the NY State Insurance Fund. “According to an editorial published in over 200 scientific journals, climate change is 'the greatest threat to global public health.' Increasing temperatures cause rising sea levels, extreme weather events, and natural disasters like droughts, floods, and wildfires." This report also notes a pilot program designed to reduce emissions from health care facilities. Link.


Insurers Bleed Cash from Climate Shocks: Homeowners Lose – Christopher Flavelle & Miraq Rojanasakul - NY Times – “The insurance turmoil caused by climate change — which had been concentrated in Florida, California and Louisiana — is fast becoming a contagion, spreading to states like Iowa, Arkansas, Ohio, Utah and Washington… In 2023, insurers lost money on homeowners coverage in 18 states, more than a third of the country, according to a New York Times analysis of newly available financial data… The result is that insurance companies are raising premiums by as much as 50 percent or more, cutting back on coverage or leaving entire states altogether. Nationally, over the last decade, insurers paid out more in claims than they received in premiums, according to the ratings firm Moody’s, and those losses are increasing.”  Link.

Canadian Wildfire Smoke Likely to Return to NYC and Become 'A New Norm,' Experts Say – Rosemary Misdary - Gothamist – “The Big Apple should prepare for an orange hazy blanket of smoke from Canadian wildfires to return again this summer, climate experts tell Gothamist. Last year…particulate matter pollution skyrocketed, resulting in an increase of more than 40% in emergency room visits for asthma-related illness per day during the June smoke crisis. Experts say the choking fumes were not a one-time event, and that the smoke will become more frequent due to climate change. ‘This [Canadian wildfire smoke] is a new norm. This is real,’ said Mark Wysocki, a Cornell University professor who retired last month after decades serving as the New York State climatologist.” Link.



Fannie Mae, Beyonce and the Climate Crisis – Priscilla Almovodar, President and CEO of Fannie Mae – Fortune – “Two names you’d never expect to hear together: Beyoncé and Fannie Mae. But in her song ‘YA YA’ on her new album, ‘Cowboy Carter,’ she sounds an alarm that’s growing louder in communities across America. ‘Wildfire burnt his house down/Insurance ain’t gonna pay no Fannie Mae.’ We appreciate that Beyoncé raised this issue. For the record, Fannie Mae would help this man. While we don’t make home loans or collect payments (we buy and back mortgages), we do offer payment relief and other help if disaster strikes our homeowners… For housing, climate change is a today problem. Each year since 2021, the U.S. has averaged 22 natural disasters with damage exceeding $1 billion. Last year brought 28. I n the 1980s, the average was three per year. Forecasters already project this year’s Atlantic hurricane season will be 'extremely active,' with the most storms since 1995.” Link.

2024 05 22 - 05 24 IGSHPA Accredited Installer (AI) Course - 8:00 am to 5:00 pm ET each day - Held at the Energy Catalyst Training Facility in Troy, NY, this 3-day course will allow attendees to take a test to become an IGSHPA certified contractor. This certification is required to be a participant in the NYS Clean Heat Program and is recognized by most rebate agencies, including Mass Save and Efficiency Vermont. This Accredited Installer training will be provided by NY-GEO member and IGSHPA Certified Trainer Jacquie Scherer. HDPE pipe fusion training is included. Register through the IGSHPA events page.


2024 05 28 to 30 IGSHPA Research Conference - The International Ground Source Heat Pump Association (IGSHPA) is pleased to announce that the next IGSHPA Research Conference will be held at Polytechnique Montréal. This is the fourth in a series of research conferences held in Denver (2017), Stockholm (2018), and Las Vegas (2022).  Conference website here

Deeper (500'+) Borehole Completion Reports - As NY-GEO continues to advocate for clean energy transitions and cutting-edge ground source solutions, we kindly remind Geothermal Drillers of the importance of voluntarily submitting the Geothermal Borehole Information Form. This is for any closed loop geothermal borehole drilled beyond 500 feet in depth. NY-GEO has agreed to share this information with the NYS DEC as part of collaboration to develop appropriate regulation for deeper geothermal closed loop boreholes over the next year. To delve deeper into this initiative and access the Completion Report, click here. NY-GEO Working Groups - Advancing GSHP in NYS - NY-GEO is at the forefront of expanding the geothermal heat pump industry, fostering workforce development, and advocating for the benefits of geothermal heat pumps to policymakers and building owners alike. Our commitment to driving the widespread adoption of ground-source heat pumps for heating and cooling needs in New York State is steadfast. We invite our members to contribute their expertise towards these sustainable energy goals. The time commitment for participation in each working group typically ranges from 3 to 5 hours per month, including any necessary follow-up.
