| | Dr. Anna Kelles on NY’s Greenhouse Gas Accounting - 2023 04 24 Email from Assembly Member Kelles – “Earlier this month I met with the Tompkins/Cortland League of Women Voters and had the opportunity to discuss in depth how the senate bill S6030, a rollback of the Climate Leadership & Community Protection Act (CLCPA)’s regulations, will undermine our state’s progress toward a greener future. This bill’s proposed changes to greenhouse gas emissions reporting seem innocuous at first look but will obscure the true impact of various gases through changing certain methods of measurement, intentionally watering down the CLCPA’s protections. The bill also seeks to allow trash incinerators as a renewable energy source, and ultimately fulfills the wish list of the fossil fuel, big agriculture, lumber, and manufacturing industries." first 25 minutes of this video. | |

| | Fireman’s Park Pavilion in Buffalo Suburb to Go Geo – James Sinner – Lancaster Bee – “The Village of Depew and NOCO have entered into an agreement for the development of a geothermal heating and cooling system at Fireman’s Park’s new pavilion and bathrooms. The new heating and cooling system is set for completion in August, with the total cost of construction set at $83,340. ‘Initially, the building was spec’d out for natural gas heating, but after doing some research and speaking with the folks at NOCO, we can qualify for back end incentives that will allow the village to use a geothermal energy system for a cost equivalent to natural gas and be able to save the taxpayers money,’ said Village of Depew Mayor Kevin Peterson. “ NOCO is a Western NY delivered fuel company that has begun offering geothermal installations. Energy Savings Hub – a One-Stop Shop for IRA incentives - The DOE has launched an Energy Savings Hub — a one-stop shop for consumers to access the savings tools coming out of the Inflation Reduction Act (IRA). The Hub includes resources for homeowners, renters, drivers, and includes info on home energy audits and energy tax credits and rebates. Scroll down to "appliances" for equipment info. Is There a Future for Gas Utilities? It Could Be Heating and Cooling Your Home (from the Ground) - Emily Moore and Laura Feinstein – Sightline Institute – “To meet Cascadia’s climate goals, we will need to stop burning natural gas to warm our homes, cook our food, dry our clothes, and heat our water. Buildings emit the second-highest level of greenhouse gas emissions of any sector in both Oregon and Washington and the third-highest in British Columbia, in large part because they burn so much gas. As a result, policymakers across Cascadia are increasingly requiring that new buildings be gas-free. But two major questions loom: how do we transition the more than 2 million homes in Cascadia that are already connected to the gas system? UCI Health All-Electric Hospital Set to Open in 2025 – Lilly Nguyen – Daily Pilot – “Before plans were developed for an acute medical center at UC Irvine in 2019, the team behind it already knew they wanted to make the new hospital all-electric, according to Joe Brothman, facilities and general services director for UCI Health. ‘We have robust sustainability and energy conservation goals that both UCI Health and the University of California system has established. National Grid Proposes Hefty 17% Rate Increase for NY Customers - Carl Campanile – NY Post – “Nearly 2 million local National Grid customers could be seeing red over hefty proposed rate hikes pushing them to get more green. The natural gas and electric utility giant has proposed gas-use increases of 17% for its New York City residential customers and 16% for Long Islanders, with the company blaming inflationary costs and government green-energy requirements. That means the typical bill for residents in Brooklyn, Staten Island and Queens would jump by $30.95 per month, National Grid estimated. The average customer on Long Island and the Rockaway Peninsula could see a bill increase of about $28.52 a month." (from 2023 05 03 – City & State First Read) Full article here.

Mayor Adams, Governor Hochul Launch new $15 Million Effort to Build All-Electric, Affordable Homes in NYC – Mayor’s press release - “Formally titled the “New Construction Future Housing Initiative,” this… initiative aims to streamline the delivery of development financing and grants to affordable housing projects currently in HPD’s new construction pipeline. Funding will cover the incremental costs of implementing high-performance, all-electric “Future Homes” standards, such as electrification of hot water and heating systems in design and construction to provide energy savings, resiliency, and improved air quality for future residents. Funded through NYSERDA’s $6 billion Clean Energy Fund, the Future Housing Initiative offers building owners and developers up to $10,000 per unit and up to $1.5 million per project to fund the construction of high-performance, all-electric multifamily buildings that will achieve “Passive House” certification, the gold standard for sustainable construction, with drastically reduced energy use and carbon emissions. Development teams will also receive technical assistance support to facilitate the necessary design work. Cracking the Climate Code – Jim Kapsis, adhoc group – The Gist - Building codes also have the benefit of creating durable policy. For example, while the ninth circuit court recently overturned Berkeley’s ordinance banning natural gas in new construction, cities like Santa Rosa that adopted all-electric rules in their building codes remained unaffected. Like so much else in this country, building codes have also become a political battlefield. Article link here.
CT Affordable Housing Project gets $700,000 DOE Grant to Design Geo System – Ben Baker – Record Journal – “An affordable housing development secured an over $700,000 grant from the U.S. Department of Energy to design a geothermal heating and cooling system in what planners hope will be the first step toward providing central air from renewable energy sources for the complex in coming years. Ulbrich Heights (in Wallingford, CT) was one of 11 proposed locations spanning 10 states selected for a geothermal heating and cooling pilot program rolled out as part of the Biden Administration’s Justice40 initiative which seeks to place 40% of all new green energy investments in underserved communities.” Thanks to NY-GEO member Paul Coons for this tip. Cap & Invest and a Price on Carbon in NY – NY Focus – “New York state is moving ahead with plans to put a price on carbon. Or is it? ‘Cap and invest’ did not make it into the budget by name, but the final legislation anticipates that state regulators will begin selling allowances for greenhouse gas emissions and prepares to spend the proceeds accordingly. Like Hochul’s original outline, the final budget allocates 30 percent of revenues from the program to consumer rebates, and another 3 percent to support “industrial small businesses” hit by the costs of the energy transition. But there’s more: The budget deal specifies that the remaining two-thirds of cap-and-invest revenue should go into a dedicated climate investment fund — the first of its kind since New York passed its climate law in 2019. The ‘investment’ portion of the state’s new Climate Action Fund will be tasked with decarbonizing New York’s economy as outlined in the state’s final scoping plan, including by targeting investments in disadvantaged communities. The final deal also adds significant labor protections to Hochul’s original proposal: Any projects funded by cap and invest will be required to meet labor standards such as union wages and a “Buy American” provision for iron and steel…” TY Anne Rabe of NYPIRG for this tip. Cleveland Duplex - All-Electric Side Saves Money Compared To The Gas Side - Naomi Cole & Joe Wachunas - CleanTechnica – “This is a story of electricity beating gas. In 2021, we decided to fix up a duplex in Cleveland, Ohio, that has been in our family for 75 years…We replaced an old water heater and furnace with all-electric heat pumps on the south side, while the north side still has gas systems which we plan to replace in a year or two. After collecting a full year of data, we are excited to report that the all-electric side had cheaper upfront costs, the same utility bills as the gas side (slightly lower when we filter out a couple of extra appliances), and uses way less energy. This pertains to tax incentives equal to 30% of the capital cost of investments in Class 43.1. This includes piping, heat pumps, heat exchanges, steam separators, and electrical generating equipment. SoCalGas Helped Bankroll Law Firm That Challenged Berkeley Natural Gas Ban - Matthew Green – KQED – “SoCalGas, the nation’s largest natural gas utility, initially billed a ratepayer account more than $1 million to support the law firm that successfully challenged Berkeley’s first-in-the-nation law banning gas hookups in new buildings. In a California Public Utilities Commission filing released last week, the utility admitted it had paid the Redwood City-based law firm Reichman Jorgensen $1.14 million in 2021 to address several legal issues, the most specific of which involved investigating the legality of ‘existing and proposed federal, state and local laws, and other government actions potentially affecting natural gas service,’ and determining ‘whether they might be preempted by federal law.’ ” Tip from Peter Jensen at the National Building Electrification Network and Sunstone Strategies. 2023 RHN Legislative and Budget Agenda - The Renewable Heat Now Campaign (RHN) is organizing to win funding and policies that will move fossil fuels out of our buildings affordably and equitably. The legislative package includes the All-Electric New Building Act (S00562-A/A00920-A - Kavanaugh/Gallagher) that would sunset fossil fuels in new construction starting January 1, 2024. It also includes the NY Home Energy Equitable Transition (HEAT) Act – (S2016/A4592 – Krueger/Fahy). BPI on Electrification Audits – Open for public comments on the BPI website – “The Building Performance Institute, Inc. (BPI) is pleased to announce that BPI’s Guiding Principles for Conducting Electrification Audits in 1-4 Family Dwellings is now available for public comment for a period of 45 days. It’s a critically important national-scale, multi-sector 108 pages quantifying projected health effects to children from climate change. The report focuses on five climate stressors that are already happening and will continue to impact children, defined here as younger than 18, in unique ways: extreme heat, air quality, changing seasons, flooding, infectious diseases (especially tick-borne illness). One is the first-ever public hearings at the European Court of Human Rights on climate cases addressing the duty of states to reduce greenhouse gas emissions, including a case brought by the Swiss Senior Women for Climate Protection against Switzerland.
