The memo underscores the countless benefits electrification will bring the state from slashing emissions and generating thousands of jobs to improving air quality and lowering energy bills for New Yorkers across the state. Buffalo Hires Climate Action Manager – Caitlin Dewey - Buffalo News – “(Kelly) St. John understands…that climate risks will fall heaviest on low-income residents and people of color – much as the December blizzard did. One significant challenge is the older age of the city’s housing stock, which leaves thousands of households without central air conditioning, efficient furnaces or adequate insulation. She said she is also cognizant of concerns about future climate migration, which both the mayor and Invest Buffalo Niagara, the region’s foremost economic development group, have touted as a potential source of growth." Full article here.

Report: Transition to Renewables Will Cut Utility Bills in Maryland – “A new report from the Institute for Energy and Environmental Research (IEER) and PSE Healthy Energy, provides an in-depth analysis of energy cost burdens throughout Maryland. Over the coming decades, the report shows that targeted investments in clean energy and efficiency can help Maryland achieve its nation-leading climate goals, while dramatically reducing energy burdens, improving public health, and saving billions compared to bill assistance. Carbon credits to Fund Heat Pump Projects ? – Jeff St. John - Canary Media – “Building-electrification projects will be one type of carbon offset available on WattCarbon’s market, with the aim of eliminating fossil fuels from buildings, especially for heating. These are the kinds of projects that Colorado-based home-electrification startup Elephant Energy is planning to offer up to offset buyers…’WattCarbon is the first one who’s approached us about how could we collectively monetize the decarbonization benefits of the assets’ Elephant Energy is deploying in homes,’ said D.R. Richardson, Elephant’s CEO. ‘It’s an attractive concept, but it comes with a lot of complications...But at the end of the day, I am a believer in Don’t let the perfect be the enemy of the good,’ Richardson said.” Full article here.


$2.75 Million Settlement re Gas Fire – Mike Randall – Times Herald Record – Brewster, NY -“The state Public Service Commission has accepted the terms of a $2.75 million settlement with New York State Electric and Gas …Under the terms of the settlement agreement, NYSEG shareholders will credit gas customers $2.75 million in full satisfaction of all alleged violations related to its response to the Feb. 2, 2022, leak. Huge Cost Savings for Energy System Decarbonization – Oxford Martin School – “Transitioning to a decarbonised energy system by around 2050 is expected to save the world at least $12 trillion compared to continuing our current levels of fossil fuel use.” Contrary to fears that an energy system decarbonization transition would be costly and harm the economy, a study by the Oxford Martin School shows the reverse. Per the study: “an ambitious, decisive transition to green energy technologies such as solar, wind, and batteries, will likely save the world significant sums of money.” Full story here

 

Labor Leaders Call on Legislature to Make Green Energy Union Friendly – Rebecca C. Lewis – City & State - “Gov. Kathy Hochul excluded labor standards in her climate proposals.  Unions want to change that… unions are calling for ‘gold-star labor standards’ to get attached to both new and existing green energy projects that receive funding from the state. The labor standards include union prevailing wages, prevailing wages for staff in the finished projects, labor peace agreements and utilizing apprenticeship programs.” Full article here.


IRS Releases Guidance on Clean Energy Manufacturing Tax Credits – Foley Hoag Law Firm - The Inflation Reduction Act (“IRA”) renewed tax credits under Section 48C of the Internal Revenue Code for qualifying advanced energy projects. The goal of the program is to expand U.S. manufacturing capacity and jobs for clean energy technologies (including production, recycling and refining), to reduce greenhouse gas emissions, and to boost domestic supply chains for critical materials (including specified critical minerals) needed for clean energy technology production. Full article here

How the ‘Electrify Everything’ Movement Went Mainstream – “A report published Wednesday by the Building Decarbonization Coalition, a nonprofit dedicated to getting fossil fuels out of buildings, estimates that one in five Americans now reside in a place that encourages or requires landlords and developers to eschew gas. Panama Bartholomy, the organization’s executive director, told Grist. 'If the first phase was categorized as no awareness, no policies, no programs, and a limited supply of product, I think we’ve officially moved into the second phase'…Now that electrification is in phase two, Bartholomy said there’s pressure on the movement to get it right, and eventually reach stage three — much broader adoption.” Full article here.


2023 RHN Legislative and Budget Agenda - The Renewable Heat Now Campaign (RHN) is organizing to win funding and policies that will move fossil fuels out of our buildings affordably and equitably. The legislative package includes the All-Electric New Building Act (S00562-A/A00920-A - Kavanaugh/Gallagher) that would sunset fossil fuels in new construction starting January 1, 2024. It also includes the NY Home Energy Equitable Transition (HEAT) Act – (S2016/A4592 – Krueger/Fahy) and the Energy Efficiency, Equity and Jobs Act (S3126c/A3996c – Parker/Hunter). In addition, RHN has also released an agenda for the NYS budget, which is currently being negotiated by the Governor and the Legislature. Scientists Examine Dangerous Global Warming ‘Accelerators’ – Bob Berwyn – Inside Climate News – “Recent climate projections may be underestimating the pace of global warming … because the interaction of powerful climate feedback loops that can accelerate warming are not well-represented in key climate models … efforts to reduce emissions require even more urgency to avoid worst-case climate outcomes… The researchers examined 41 climate feedback loops and found 27 that significantly increase warming but may not be fully accounted for in climate models.” Full story here


Warning From UN Secretary General Regarding Sea Level Rise – Bob Berwyn – Inside Climate News – “Mega-cities on every continent will face serious impacts including Cairo, Lagos, Maputo, Bangkok, Dhaka, Jakarta, Mumbai, Shanghai, Copenhagen, London, Los Angeles, New York, Buenos Aires and Santiago… (UN Secretary Antonio) Guterres said the danger is most acute for about 900 million living in low-lying coastal zones. That’s one out of 10 people on earth, and some coastlines have already seen triple the average rate of sea level rise.
