May Recap

Council Update

We had two Council Meetings in May, these are some of the items we discussed:


  • City Council: Approval of the FY 2024-25 Annual Action Plan of the Consolidated Plan for Housing and Community Development for submission to the U.S. Department of Housing and Urban Development; authorization for the City Manager to submit the Plan to the U.S. Department of Housing and Urban Development for funds under the Community Development Block Grant and HOME Investment Partnership Programs. (Introduced on May 8, 2024, approved 5-0)
  • Approval of a one-year Joint Use Agreement with the Oceanside Unified School District, effective June 1, 2024 through May 31, 2025 for the joint use of park and recreation and school facilities. (Introduced on May 8, 2024, approved 5-0)
  • Approval of the Library Strategic Plan 2024-2028 and Library Study. (Introduced on May 22, 2024, approved 5-0)


The following ordinances were adopted by the Council on May 8th, 2024:


  • Adoption of an Ordinance amending Chapter 2, Section 2.10(q)(1) and Section 2.10 (r) and Chapter 28A of the Oceanside City Code to increase the City Manager’s purchasing authority from $50,000 up to $100,000, increase the City Manager’s signing authority for change orders from 10% or $10,000 to 10% or $20,000, require formal bidding procedures for purchases of $100,000 or more, and permit the acceptance of electronic bids though the use of on-line bid boards (Introduced on April 24, 2024, approved 5-0)
  • Adoption of the Ordinance of the City Council of the City of Oceanside, California, Acting as the Legislative Body of the City of Oceanside Community Facilities District No. 2023-1 (North River Farms Public Facilities) Authorizing the Levy of a Special Tax Within Such District (Introduced on April 24, 2024, approved 5-0)  
  • Adoption of an ordinance amending Chapter 24 of the City Code amending the City’s Local Coastal Program to include new restrictions on the establishment and operation of short-term rental units in the City’s Coastal Zone (Introduced on April 24, 2024, approved 4-1, Joyce – no)

 Getting Out in the Community in May

I attended the 11th Annual San Diego North Economic Development Summit at CSU San Marcos. We heard from Charles Dougherty, Executive Director and Senior Economist at Wells Fargo Corporate and Investment Bank. He provided the audience with his insights on the current state of the national economy and his forecasts for the coming months.


I had the opportunity to attend a Ribbon Cutting and Vessel Christening for Oceanside Adventures’ new vessel “Nala”. Oceanside Adventures specializes in luxurious whale and dolphin watching tours. They are located in front of the historic Lighthouse in Oceanside Harbor. Their trips are two hours long and great for families, couples, private parties, and corporate events! Congratulations to Oceanside Adventures on their new vessel, Nala!


I serve as the City Council liaison to the North County Dispatch Joint Powers Authority Board of Directors, who met in the month of May. The NCDJPA provides fire and medical emergency dispatch services to most city fire departments in North San Diego County. We discussed quarterly reports, Escondido dispatch services, and approved the FY 2024-2025 Budget.

Operation Appreciation took place in May. This event is hosted by the Oceanside Chamber of Commerce. The purpose is to bring the business community and area residents together to provide a day of recognition for all active-duty military stationed on Marine Corps Base Camp Pendleton and nearby military bases. Thousands of active duty military, their family and dependents are treated to a day of free food, live entertainment and a fun zone for kids.

I met with District 2 residents and farm owners in the South Morro Hills Agricultural Region to discuss various topics related to our community. Our main point of discussion was regarding agritourism in this area and the potential benefits for businesses in Oceanside's farmland. We shared ideas, received feedback, and discussed plans for achieving these goals in the near future.

The Emerging Issues Forum is a monthly meeting hosted by the Oceanside Chamber of Commerce. It usually features a special guests centered around a specific topic. The May meeting featured an update on key Oceanside issues from Deputy Mayor Ryan Keim. We also heard updates on legislation from our State Senator's office, Assemblymember's office, and Congressman's office.

I went down to San Diego for a Cal Cities San Diego County Division meeting. The San Diego County Division includes 18 cities and provides members with the opportunity to exchange ideas and information. At the May meeting, we discussed upcoming events and heard updates on state legislation which has substantial impacts on municipalities.

Local Business Highlight



A recurring section of this newsletter will be dedicated to highlighting local businesses here in Oceanside. For the June edition of this newsletter, I would like to recognize Mellano Farm Stand. They are a working farm constantly planting new crops as the seasons change. Seasonal u-pick fields include strawberries, sunflowers and more! Weekend tractor rides take you through the farm to enjoy all the beauty the farm has to offer. Seasonal weekend festivals bring outside vendors to the farm as well as live music, crafts and more.

Oceanside Independence Parade


The 28th Annual Oceanside Independence Parade will be held on June 29th at 10:00am in downtown Oceanside. The parade starts in front of the 101 Cafe (Coast Hwy at Wisconsin Ave) at 10:00 a.m. and works its way north with the first unit of the parade reaching City Hall around 10:15 a.m. The running time from beginning to end is about two hours. Viewing of the parade is available from the sidewalks along the entire route. Spectators are encouraged to bring folding chairs! The highest concentration of viewers will be on the north end of the route past Seagaze Avenue. Come see floats, bands, walking groups, cool cars, and more. The theme this year is "Celebrating Our Heritage." For more info, visit their website here!
