The past few years have produced a multitude of challenges for public works. Challenges are not new to public works. However, they are increasing and moving to another level that can appear to be insurmountable for a moment.

The cost of replacing and maintaining infrastructure is rising faster than the revenues available to replace and repair it. We strive to build resilient infrastructure, which can require additional upfront costs, to realize long-term benefits. Aging streets require more maintenance. We are delaying the reconstruction of streets to search for ways to extend their service life and identify funding to reconstruct them. We are rehabbing streets that should be reconstructed because they need attention, and we don’t have the funds to reconstruct them. More maintenance means more staff time and more funds for maintenance, further reducing the funds available for needed street reconstruction. Aging water distribution systems are experiencing more breaks, resulting in an increase in emergency responses, and aging sewer mains require increased televising and lining to maintain flows. The challenge to build and maintain infrastructure continues to grow.
