SUMMER CAMP

As I put together this newsletter on Memorial Day, I have been reflecting on those who have lost family members in the service of our country.

While many members of my family have served, none lost their lives while protecting our freedoms, and I know how blessed that makes me.

If your family is one of those who made the ultimate sacrifice, thank you.  Your family member's or friend's honorable service and ultimate sacrifice is why we all have the freedom to voice our opinions, vote or not vote, adopt or not adopt.  So again, thank you.

May Your Summer Break Be Awesome!
K. Colleen Tarket,
COCAF Board of Directors
COCAF Executive Director Working to Change Law

COCAF Executive Director Deborah Cave continues to work with our state legislators to find ways to better support Colorado's adoptive families.

Currently, Deborah is trying to get legislation that will allow non-Medicaid providers to accept private pay for children who have secondary Medicaid (which includes all children adopted from foster care who receive adoption assistance).  Currently in Colorado, non-Medicaid providers are not allowed to treat children with Medicaid.

This law severely restricts the number of physicians and mental health professionals available to treat children who were adopted from foster care.  We will keep you informed as we move this important issue forward to our legislators.

Proposed Fed Budget Will Hurt Adoptive Families

money_grass.jpg
The new federal budget proposal created by the Trump administration will significantly hurt those in need of Medicaid - like our children adopted from the foster care system.  Here is a take on the proposed budget from DisabilityScoop:

"Trump is looking to slash $610 billion from Medicaid in the next decade. Rather than provide uncapped matching grants to states to pay for services provided by the entitlement program, the budget plan calls for states to be able to choose between receiving a set amount for each beneficiary - a method known as per capita cap - or receiving a block grant, essentially a lump sum from the federal government.

Disability advocates say that such a fundamental shift to Medicaid would have far-reaching consequences for people with developmental disabilities, affecting the availability of everything from health care to home and community-based services.

"We are extremely concerned with the devastating cuts to safety-net programs that help people with disabilities live, learn and work in the community to pay for tax breaks for the extremely wealthy," said Eric Buehlmann, director of public policy at the National Disability Rights Network."

Summer Food Programs

happy_baby_eating.jpg
Do you need help with feeding your children this summer?

Colorado has summer food service programs to help.

Mental Health Crisis No Longer Means Jail

Senate Bill 207, which abolishes the practice of locking up people in a mental health crisis, was signed into law by Governor John Hickenlooper.  The new law provides for training for first responders, mobile care units, regional contractors, and will fund a walk-in center in the Western Slope by 2018.

The purpose of the law is to get those in a mental health crisis that help that they need, rather than incarcerating them.

Colorado also a mental health crisis hotline:  1-844-493-TALK or text TALK to 38255.

Background Information Critical for Families Adopting

family-portrait-sm2.jpg
Locating and communicating a child's history is an essential step in helping prospective parents plan for adoption. This month, Adoption Triad highlights the importance of accessing thorough background medical and social information on a prospective adoptive child.
Giving adoptive families answers to their questions allows them to consider if they have the resources necessary to care for an adopted child. It also enables adopted children to have a more accurate sense of their identity in the future. Detailed background information includes the prospective adoptive child's relationship to their birth family, prior trauma, and any potential special needs. Knowing and understanding the effect of this information helps to provide a thorough continuum of care, thereby mitigating future adoption disruption.
The resources below are designed to facilitate an open dialogue between prospective families and adoption agencies about the background information necessary in making informed adoption decisions:
  1. Learn about the importance of finding and accessing thorough information in  Obtaining Background Information on Your Adopted Childfrom the Child Welfare Information Gateway. This factsheet for families also provides questions that prospective adoptive parents should ask adoption agencies and offers recommendations for obtaining additional information.

  2. Find State and territory contacts to access birth, death, marriage, or divorce records through the Centers for Disease Control and Prevention's Where to Write for Vital Records

  3. Learn about the cumulative effect of trauma on positive youth development with Understanding Trauma by AdoptUSKids. This resource provides information on the ways in which an adoptive child's prior experiences may affect their behavior following adoption.

Domestic Adoption Camp - Sign Up Now!

Come join "the family" at the 7th Heritage Camp for Adoptive Families' Domestic Adoption Camp 2017  August 3-6 at Regis University.  The theme this year is Family Tree: Mighty Strong.  The concept of a family tree is so central to family life. While family trees are an important source of interest and pride in most families, they can be somewhat challenging to navigate for adoptees and adoptive families.

Campers will examine that issue together in the camp environment to assist each other in addressing it. A favorite inspirational poem entitled, "The Mighty Oak Tree," has been chosen to convey the fortitude of our families. We, as individual family units and as a wider adoption community, are "mighty strong" in triumphing over any and all trials we may face.

Please join HCAF for this year's camp to celebrate your family tree and domestic adoption!  Click here for more information or to register.
