Paul Miller’s Law is In Effect
Governor Josh Shapiro signed Senate Bill 37 – known as Paul Miller’s Law – into law on June 5, prohibiting the use of hand-held devices while driving. This bipartisan legislation makes Pennsylvania the 29th state in the nation to ban distracted driving. Paul Miller’s Law allows law enforcement to issue a ticket when a driver uses a cell phone while driving. Drivers can still use their phones to alert emergency responders and to make phone calls, use a GPS, and listen to music if they are using hands-free technology. …

Divided Supreme Court rules in major homelessness case that outdoor sleeping bans are OK, Philadelphia Inquirer
"The Supreme Court cleared the way for cities to enforce bans on homeless people sleeping outside in public places on Friday, overturning a ruling from a California-based appeals court that found such laws amount to cruel and unusual punishment when shelter space is lacking.
The case is the high court’s most significant ruling on the issue in decades and comes as a rising number of people in the U.S. are without a permanent place to live." Read more, with opportunities for local advocacy to come. #Housingnothandcuffs

National Low Income Housing Coalition
The Out of Reach 2024 report shows that despite rising wages, cooling inflation, and low unemployment, low-wage workers and other renters continue to struggle with the high cost of rent. Explore the full Out of Reach 2024: The High Cost of Housing report and its interactive website with its easy-to-use search function for Out of Reach data by metropolitan-area ZIP codes.
Released annually by the National Low Income Housing Coalition, Out of Reach illuminates the gulf between wages and what people need to earn to afford their rents. The report’s “Housing Wage” is an estimate of the hourly wage full-time workers must earn to afford a rental home at fair market rent without spending more than 30% of their incomes.

The Bucks County Home Repair Program (BCHRP) now accepting applications
BCHRP is a resource available to low-moderate income Bucks County homeowners that provides qualifying households with up to $50,000 for home repairs and modifications. Bucks County aims to bring necessary repairs to between 120 and 150 owner-occupied homes. Common eligible repairs include roofing, plumbing, electrical systems, heating and accessibility modifications such as ramps and grab bars. Applications will be accepted online until 11:59 p.m. Thursday, Aug. 15. Mailed applications must be postmarked by that date. All applications begin with a pre-application review of general eligibility questions which must be submitted before 11:59 p.m. Tuesday, Aug. 6. Any pre-application submissions after this date are not guaranteed to be considered in this round of applications.
BCHRP is a nearly $10 million initiative, combining contributions from the Commonwealth's Whole-Home Repair Program (WHRP) and the Bucks County Commissioners' contribution of State and Local Fiscal Relief Funds to increase the number of households served and maximize program impact. The program is being implemented by Capital Access, Inc. and Habit for Humanity of Bucks County. Funds for approved projects will be disbursed directly to approved BCHRP General Contractors. Fifty percent of the funds will be provided as a grant, while the remaining fifty percent will be a deferred payment loan, which carries no periodic interest or principal payments.
To assist with the application process, BCHRP will host two in-person application sessions at Habitat for Humanity of Bucks County, 539 Jacksonville Road, #100, Warminster:
- Thursday, July 11, from 2:00 p.m. to 7:00 p.m.
- Saturday, July 13, from 10:00 a.m. to 4:00 p.m.

Montco launches new LGBTQIA+ Commission and is accepting applications
This volunteer commission's goal is to ensure LGBTQIA+ residents, businesses, and allies have their voices heard at the County level. Members will be tasked with advising County leadership on issues facing LGBTQIA+ communities as well as identifying opportunities for advancement. Interested in being part of this commission? The deadline to apply is August 3, 2024. Appointments will be made in fall 2024. Learn more and apply.

Overall charitable giving is down, but community foundations have stepped up their contributions. A Council on Foundations survey of more than 200 community foundations across the country found that total grants from this group reached $14.8 billion in 2022 — the highest amount ever. HUD Natural Hazard Map
The United States Department of Housing and Urban Development (HUD) recently published an interactive Natural Hazard Map, which is a customized tool that integrates information from the Federal Emergency Management Agency’s (FEMA's) National Risk Index (NRI) and the Build for the Future Funding Navigator. The map includes specific information about our region’s risk ratings for each of the 18 natural hazards identified by HUD and allows visitors to view a pre-filtered list of funding opportunities that can help build resilience to the hazards our community faces.
