The Board of Supervisors recently became aware that the county needs to adjust the public hearing schedules on several items, including the proposed Reston Comprehensive Plan. As a result, the Reston Comprehensive Plan will have an additional hearing before the Planning Commission on July 19 and a delay in the Board’s public hearing until Sept. 12. According to the County Attorney’s Office, these hearing changes are being made out of an abundance of caution, in response to new state statutory amendments regarding public notice and hearing requirements (Click the link above to see about seven lines down: “with the first notice appearing no more than 14 days before the intended adoption”). Similar changes are being made in other jurisdictions, including Loudoun County and this new law is also affecting scheduling of other pending items—including the proposed Pan Am Comprehensive Plan Amendment in the Providence District, and some special exception applications.

 

The delay in Board action on the Comprehensive Plan also affects Reston’s Site-Specific Plan Amendment (SSPA) nominations process and the work underway by the Reston Town Center North Citizen’s Task Force. More to come on those topics as we try to move these processes forward in a thoughtful and diligent manner in early fall.

 

It’s an unfortunate and unintended consequence of the statutory amendments, but we want the county to move forward on all these items in a manner that leaves no doubt about the soundness of our public hearing process.

 

The good news for Reston residents is that there will be four more opportunities to provide additional comment, at the Planning Commission meeting on July 19, a town hall at my offices on July 27, commenting on my mark-up of the plan to be posted in late August/early September via email or calling 571-478-0283 and finally, at the Board of Supervisors public hearing on Sept. 12.


I appreciate the tremendous work that has been done by Hunter Mill Commissioner John Carter and county staff, especially the Department of Planning and Development, as well as many Reston residents who have spent countless hours on this work.

July 19 – Second Planning Commission public hearing and decision

July 27 – I'm hosting a town hall, 7 p.m., community room, North County Governmental Center, 1801 Cameron Glen Dr., Reston.

TBD – Publication of plan mark-up with opportunity for review and comments.

Sept. 12 – Board of Supervisors meeting with public hearing and potential decision.

Board of Supervisors Update

The Board of Supervisors met yesterday, July 11. You can review the Board Package here and watch the meeting here. Highlights included:

  • The Board recognized the James Madison High School Varsity Baseball Team for winning the state championship. (pictured)
  • The Board approved my Board Matter related to 1800 Creek Crossing Rd.
  • I introduced this summer's intern for my office, Hannah Allen. Hannah is a 2023 graduate of South Lakes High School in Reston. This fall she will attend UVA majoring in computer science and global studies. Hannah aspires to attend law school after college.
  • The Board accepted the Fairfax County Master Arts Plan: Facilities.

Set Up Automatic Real Estate Tax Payments

Fairfax County Real Estate tax bills are mailed twice a year – for the installments due July 28 and Dec. 5. You do not receive a bill if you have a mortgage with an escrow account, your bank pays the tax directly to the county. The county's Department of Tax Administration (DTA) has noted that many residents are paying off their mortgages but have not set up automatic real estate tax payments, which may result in late payments. DTA can assist you with setting up an automatic payment plan option including monthly, quarterly, or full lump sum annual payment. Learn more. You can also call DTA at 703-222-8234.

2023 is also a great year for homeowners to make the switch because Congress increased the federal investment tax credit (ITC), sometimes referred to as the solar tax credit, from 26 percent to 30 percent as part of the Inflation Reduction Act. The ITC allows homeowners to deduct a percentage of a solar energy system’s installation cost from their federal taxes with no cap on the value.


Fairfax County also offers resources and benefits for homeowners looking to go solar, such as waived permit fees and tax exemptions on solar equipment. Learn more.

Transportation and Land Use Update 

Closures on Reston Parkway

From VDOT: The left lane of southbound Reston Parkway at the Dulles Toll Road is closed after truck hit the bridge. Southbound Reston Parkway exit onto the Dulles Toll Road is also closed. According to VDOT, this will likely be an extended closure. I have asked for additional information and will share when available.


Change in Fairfax Connector Route 599 Fare

Beginning Aug. 1, Route 599 will return to the regular fare of $7.50 per trip. Fairfax Connector had been able to offer Route 599 passengers a discounted rate of $4.25 per trip with Commuter Choice grant funding, which is ending at the end of this month. Route 599 is the Reston North Pentagon Express rush hour service.
