Financial Wellness - January 2024

At United Way of Tucson and Southern Arizona, we work to ensure that every individual in our community can pursue financial wellness.


What is financial wellness? We think of it as five components - asking five questions:


  • Can a household cover their basic needs?


  • Do they have savings for emergencies, retirement, and education?


  • Can they make informed financial decisions for themselves and their families by using financial skills?


  • Can they pursue wealth-building opportunities such as homeownership, entrepreneurship, or further education?


  • Do they have a voice in civic and community resource decisions, particularly funding and policies?

Our efforts are focused on building up the availability, awareness, accessibility, and quality of financial wellness resources and programs for everyone in our community.

Partner Highlight: Interfaith Community Services

In early 2022, Interfaith Community Services (ICS) launched the Mobile Food Truck to bring nutritious food to individuals who live in food deserts and don’t have the means to reach a food bank. The Mobile Food Bank is a custom-built, refrigerated truck designed to distribute dairy, produce, frozen meats, and other perishables, and it visits multiple locations every week. It operates as a pantry of the Community Food Bank of Southern Arizona.


Access to basic needs such as food is a critical component of financial wellness, and United Way was proud to support ICS Mobile Food Truck efforts last year. In 2023, the truck distributed more than 230,000 pounds of food to 3,800 local households, 45% of which included children.


The truck is reaching new people in need too - two thirds (66%) of the households receiving support had never accessed a food bank before. In addition to the Mobile Food Truck, ICS also collaborates with our financial wellness team on emergency assistance efforts and lends expertise to our eviction prevention case management and public policy groups.

Strengthening Eviction Prevention Response

In November, we commemorated the one-year anniversary of our Eviction Prevention Case Management (EPCM) group with a panel of local providers sharing their reflections, insights, and ideas!


Last year, our EPCM group brought together 88 individuals from 30 local programs for monthly discussions about resources and supportive strategies in this challenging, emotional line of work.


Our fantastic panel speakers included Deirdre Chandler (JFCS), Del Fimbres (PCOA), Alejandra Encinas Garcia (YWCA), and Maria Ornelas (YWCA). They were especially appreciative of the EPCM Basecamp, an online resource that they use as a one-stop shop for resources, and the collaborative, community-focused meetings and mixers.


When asked about resources that they think would make a difference to our community, their responses included: more moving/packing assistance, more preventive services (esp. mental health, substance use, good paying jobs), and directories for truly affordable housing.

Policy + Advocacy Opportunities

Prosperity Initiative – City of Tucson Mayor & Council: The plan will be reviewed by M&C during the study session tomorrow (Tuesday 1/9) - the item is likely around 3:55pm. United Way submitted a comment on behalf of our Financial Wellness Partnership, and others can get involved by submitting comments via email to cityclerk@tucsonaz.gov in reference to Study Session Item #8 or watching online live on the City's Youtube page.


Housing Central Command Overview: The Housing Central Command initiative is based on a crisis response model developed by the U.S. Department of Housing and Urban Development to rehouse people after natural disasters. Learn about what's underway with the local HCC effort on Thursday 1/18, 9-11am - register at the link.


Plan Tucson Community Forums + Mapping: Plan Tucson’s work continues, with upcoming forums to gather feedback on the plan’s current draft goals and offer input to the future growth map, which will inform where and what kind of development is encouraged across the City. Register for one of the upcoming forums (Wed 1/17 or Sat 1/20), or participate directly in the future growth map survey on the website.


Ward 1 Participatory Budgeting Proposal Captains: Community volunteers are needed to assist Ward 1 with crafting actionable proposals from the 146 community-submitted ideas for funding! Proposal Captains commit to 2 half day and 1 full day session over the next 6 weeks. More info at the link.

Resource Corner

Your Financial Future Fair - Saturday 1/27

Our Financial Empowerment Collaborative is gearing up for the inaugural “Your Financial Future Fair” – a morning of free workshops, resources, and activities focused on financial empowerment, homeownership, and small business support for local families.


The fair will be Saturday, January 27th, 9am-1pm at the United Way of Tucson and Southern Arizona Resource campus (330 N Commerce Park Loop, #200), using a mixture of our indoor and outdoor space. Attendees will have the chance to sit in on brief workshops in English and Spanish on topics such as budgeting, credit, and cybersecurity, and a number of local organizations will be on-site to offer information and 1:1 sessions related to their financial empowerment programs. We will also have free onsite tax intakes from VITA, EITC info from the IRS, activities for kids (excited to have Ready Set Rec!), free food, and raffle items. See you soon!

Crowd-Sourced Resources

Through our Financial Wellness Partnership meetings and other work in the community, we continually learn about new resources and opportunities. Here are a few resources flagged by our partners over the past month -

For Individuals/Families:


TUSD HEART: The HEART team works with TUSD families who may be displaced or living in a shelter, motel, campground, car, or doubled-up with others. Support for pre-K children may be available as well.


TUSD Emergency Housing Support: If any TUSD family finds themselves in a position where their house is unavailable, they can now apply for Emergency Housing Support (EHS). The EHS program can be used by TUSD families once per school year and it will provide a four-day/three-night stay at one of the five EHS hotel partners. Families may also receive gas cards and internet connection


Arizona Rental Assistance Program (ARAP): Arizona Rental Assistance alleviates housing instability for eligible low income seniors and families with children. Eligible households may receive a lump-sum assistance payment equal to three (3) times the household’s monthly rent, not to exceed $10,500. Program benefits may be used to cover rental arrears, future rent, and rent late fees and penalties.

For Programs/Nonprofits:


City of Tucson Accepting Applications for Economic & Workforce Development and Special Events Grants: The City of Tucson has issued a Request for Proposals for the fiscal year 2024-25 Economic and Workforce Development and Special Events Grants. Respondents must be Tucson-serving nonprofit organizations intending to fund workforce development programs, or special events, between July 1, 2024 and June 30, 2025. Contracts awarded by the Mayor & Council for fiscal year 2024 may automatically renew under the same terms for fiscal year 2025. Proposals are due March 8, 2024 at 4:00 p.m.

The Office of Economic Initiatives will be hosting an informational pre-submittal meeting (not mandatory) on January 17, 2024 at City Hall’s first floor conference room.
