“Our efforts should not be measured in seasons past,
but in each new season.
If we meet that commitment in each new season,
we can then rightfully take pride in the
stewardship that is being provided.
If we can leave but one legacy,
it should be that we cared enough
to preserve this place for future generations.
It is that footprint we should strive to leave behind
as we dedicate our efforts to the future.”

Greetings!
I’d like to take a moment to wish everyone a happy and safe 2023 4th of July! The excitement with the Annual Boat Parade will start at 10AM on Tuesday, the 4th of July, near Haugen’s Point and the fireworks display near the Horse Park on Hwy 20 just west of Fair Hills Resort will start at 10:30PM.
The 4th of July may be my favorite holiday. It’s a day when we can put aside our differences and just appreciate our great nation. God Bless the USA.
Sincerely,
Keith Berndt

THE 2023 BOAT PARADE
STARTS AT 10AM ON TUESDAY,
THE 4TH OF JULY
| |
The Annual Boat Parade on Pelican Lake will be held on Tuesday, the 4th of July. The parade starts at 10:00AM and the gathering point is off Haugen's Point (the inlet to Fish Lake). Classic wooden boats will lead the parade. Participants are encouraged to decorate their boats (no theme other than Independence Day). You can go all out or just add a flag or two, but all boats are welcome, decorated or not.
- The parade will travel clockwise around the lake.
- You may join the parade for the entire trip around the lake,
- join in the parade for as long as you want,
- or join en route, as the last parade boat passes your cabin.
- Travel slowly, not too close to the boat in front of you, and get as close to shore as is safe and wave.

| The horse pasture is located on County Hwy 20 on the north side of Pelican Lake, west of Fair Hills. Here are the guidelines if you choose to park there and watch the fireworks show. It's the best view of the fireworks display! | NO PERSONAL FIREWORKS ARE PERMITTED. | |
We are guests on this property and do not have the owner’s permission to shoot fireworks in the parking area. They are an extreme fire hazard. In the past, guests attending have been struck by debris from other guests shooting fireworks. Anyone shooting fireworks will be told to leave and will be considered to be trespassing.
The Fireworks Show begins at 10:30PM, subject to change due to weather. You can enjoy the show by tuning your radio to WAVE 104.1 FM. We thank WAVE 104.1 for donating their airtime to us!
The program is produced by a Midwest professional pyrotechnics company that “has produced displays all over America." The show costs the Pelican Lake Property Owners Association a substantial sum, so volunteers will be waiting at the gate to accept your donations as you leave after the show. Every car entering the park will be supplied with a Fireworks Donation Envelope. Please be generous so we can continue to feature this memorable display!
| Please remember that you are parking your car in a Horse Pasture and we want to protect the horses, so every car entering the park will be supplied with a litter bag. Please use it and take trash with you when you leave. | |

| PELICAN GROUP OF LAKES IMPROVEMENT DISTRICT | We are a lake improvement district, which means we are a taxing entity through the county. PGOLID was formed to identify, quantify, study, and manage water resources as to preserve quality. PGOLID encompasses Pelican, Bass, Fish, and Little Pelican Lakes. | Minnesota is the “Land of 10,000 Lakes“ and we are proud to be your partner in preserving these lakes for future generations. Our lakes are an extremely valuable resource. Monitoring water quality allows us to assess current conditions and monitor changes over time. Awareness of current and historical water quality enables and guides lake protection efforts. | |
Data is a powerful tool. After 8-10 years of consecutive data collection, we can determine:
• If water quality is improving or declining in your lake.
• Sources of pollution and the annual pollution load in your lake.
• Which types of clean water projects could benefit your lake and the steps that would be necessary to see significant water quality improvement.
| |
Your data is more than a set of numbers. Your data is used to prioritize Minnesota lakes for protection and restoration efforts, effecting decisions at the local, county, and state level. Millions of dollars of Clean Water Legacy funding are being directed across Minnesota based on volunteer collected data.
Participating in the RMB Lake Monitoring Program is an excellent strategy for understanding and protecting your lake. Thank you for your efforts in preserving Minnesota’s Lakes.

Our Threatened Lakes
By Steve Henry
Former PGOLID Lake Coordinator
We wish him the best!
| |
Our lakes are threatened by Aquatic Invasive Species (AIS) such as fish, plants, and diseases that do not naturally occur in our area. These invaders are often transported from their homes far away by human activity into our local waters where they can change the character of our lakes. Once introduced into our waters these species flourish without their natural competitors and natural diseases common in their homeland. There are simple steps each of us can take to limit the risk of additional invasive species impacting our local lakes. Learn More.
Top Threats to the Pelican Lakes
Starry Stonewort - A rooted algae that spreads by starry shaped white bulbils. Can fill the water column disrupting boating, preventing spawning, and eliminating native plants
Water Chestnut - Floating plant with aspen type leaves and small white flowers. Can cover the water surface.
Yellow Floating Heart - Similar to Yellow Water Lily, this plant has heart shaped leaves up to 4 inches long and yellow flowers. Native Yellow Water Lily has much larger leaves. This plant can clog shoreline areas with growth
Spiny Waterfleas - Microscopic animals, also known as zooplankton, that live in open water.Spiny waterfleas eat smaller, native zooplankton that are important food for both small crustaceans and native fish such as perch. In some lakes, they have eliminated native zooplankton from the food chain, causing serious declines in native fish populations.
|
Otter Tail County Planning Commission Gives the
Kohler - Strom Development the Green Light
| |
On May 10th, 2023, the OTC Planning Commission approved the conditional use permit for the Kohler-Strom’s Development on the east end of Pelican Lake, despite concerns of property owners for overcrowding at that location and overuse of the lake. We appreciate the Pelican Lake property owners who wrote/voiced their concerns or attended the hearings on this issue.
Don't Miss The P-FEST BAND This Summer
The P Fest Band was formed by Dave Stene on Broadwater Beach, Pelican Lake, to compete with We Fest (We Fest won). There are three members of his old college band playing, along with our three daughters: Stevie, Erica, and Rachael; our son-in-law on the drums, Zak Winkler, from Fish Lake; and Broadwater neighbor, James Ferragut.
The band does a pop-up show on the lake (weather dependent) and does a couple other gigs, including the Cormorant Pub, playing mostly classic rock, though the girls try to drag us into the 21st century. They also entertain neighbors on the beach from the P Fest studio in Dave’s garage, sometimes a little too late in the evening, but it seems to keep away the bears.

GET TO KNOW YOUR
2023 - 2024 PLPOA Directory
| |
|
While you’re enjoying lake living here, one of our advantages is being located close to bars / restaurants, essential service providers, construction/maintenance experts, and shops that offer a variety of options. When you receive your Pelican Lakes Directory, please consider utilizing the many advertisers of local businesses featured within it.
This year’s directory has over 40 pages of over 60 businesses ready to be of service. The ad pages are preceded by an index based on type of business. The index and ad pages are located immediately following the map section. They are quality people whose advertising enables us to publish the directory. Without them, it would not exist. This annual publication is the most complete of any lake in the region.
| |
|
WHEN YOU PATRONIZE A BUSINESS THAT’S ADVERTISING
IN THE DIRECTORY, LET THEM KNOW YOU SAW THEIR AD.
Thanks for helping yourself and the PLPOA.

NEVER LEAVE A CAMPFIRE UNATTENDED
Building and Putting Out a Campfire...
-
Think before you strike. Check the burning restrictions for your area before lighting a campfire.
- Select a level spot a safe distance away from trees, low overhead branches, shrubs, dry grass, or logs to prevent the fire from escaping, and clear all combustibles within 5 feet.
- Have a shovel and water available at the campfire site for extinguishing campfires.
- Supervise the fire at all times. Even a light breeze could cause the fire to spread.
- Extinguish the campfire with water using the "drown and stir" method.
