JNCL-NCLIS will also be circulating an Action Alert regarding ICE guidance

The Joint National Committee for Languages and the National Council for Languages and International Studies (JNCL-NCLIS) is disheartened by the most recent guidance released by the U.S. Bureau of Immigration and Customs Enforcement (ICE), restricting nonimmigrant F-1 and M-1 international students from completing online coursework while remaining in the U.S. This guidance comes amidst several other nonimmigrant visa program restrictions directly affecting the Language Enterprise.

Without exemption, the restrictions placed on H-1B and select J-1 visa programs, will have a profoundly negative impact on language and immersion programs.

Take action and use your voice to urge Congress to advocate for the exemption of H-1B and J-1 nonimmigrant visa programs for world language educators.

On May 30th, Rebecca Blouwolff, ACTFL Teacher of the Year and mother of two, was scrolling through Twitter in Brookline, MA when she came across a post saying that her children’s foreign language education was in jeopardy. Sarah Moghtader (@WldLangTlbx) tweeted, “300 of our educators were given pink slips yesterday for budget deficits that predated the pandemic… I am heartbroken that the World Language Program had teachers pink slipped.”

Blouwolff, a French teacher of over 20 years at Wellesley Middle School, began her advocacy by sharing an online petition for the teachers’ union via Facebook and Twitter. She implored for her network to save K-8 World Languages by signing the petition to raise awareness about reversing the Brookline layoffs. Before she knew it, she began to hear from colleagues from JNCL-NCLIS as well as from NNELL, ACTFL, MaFLA, the French Consulate, and other French educators in a nearby town. Rita Oleksak, President of JNCL-NCLIS, offered to write Blouwolff a letter of support, and President-Elect of JNCL-NCLIS, Amanda Seewald, worked together with Blouwolff to create an effective advocacy strategy.

MIT and Harvard  recently filed a lawsuit against the U.S. Immigration and Customs Enforcement agency (ICE) and the U.S. Department of Homeland Security regarding this troubling action, and I wanted you to know that Middlebury has joined many other colleges and universities to file a friend-of-the-court brief to support Harvard and MIT in this lawsuit . Middlebury will also support the work of the Association of American Universities (AAU), the American Council on Education (ACE), and other national associations expressing concern about the guidance.

With Middlebury’s commitment to global education, we have an obligation to protect our international students, especially when policies place an undue burden on their ability to pursue an education. We must enable our students and programs to cross boundaries in as many ways as possible.

At the direction of JNCL-NCLIS President and Nominating Committee, I write to solicit nominations for the following positions:

  • President- Elect
  • Treasurer
  • Executive-Committee Member At-Large
  • Three (3) Board of Directors Member At-Large

Each position will serve an initial two-year term from January 1, 2021 to December 31, 2022.

The individuals nominated for these positions must be an official delegate of a JNCL-NCLIS member organization with a September 1st date of record (dues paid).  Any member of a member organization may put forth a nomination. Delegates may self-nominate. If you have questions about your organization's official delegate, please reach out to you organization's leadership.

The nomination period will be open for 30 days, closing on August 10th, 2020. Once the nomination period ends, the Nominating Committee will contact the nominees with a request for more information. The committee will then confer on a slate to present to the Delegate Assembly for an official election period of no less than 30 days, beginning on October 1st, 2020.
