It's Official! The Dane County Regional Housing Strategy: Five Year Strategic Action Plan (2024-2028) to Address the Housing Crisis Has Launched!

 

On Thursday, May 2, 2024, over 165 housing stakeholders, residents, elected officials, and business leaders from around the county gathered for the launch of a Road Map to Solving Dane County's Housing Crisis: Strategic Action Plan 2024-2028.


Elected officials and local leaders kicked of the evening with their support and vision for action. In order from the top (right), Patrick Miles, Chair, Dane County Board of Supervisors, opened the evening acknowledging the gravity of the housing crisis. Discussing how much growth is outpacing our projections, and the importance of pursuing the RHS action items. Also critical is partnership and collaboration in addressing the crisis. "Dane County is your partner and will continue to support you, he said."


City of Madison Mayor, Satya Rhodes Conway, acknowledged the boldness of the RHS action plan, and her absolute in support in pursuing it. She discussed her gratitude and appreciation for City of Madison staff, as well as those working on housing around the county, and how the Regional Housing Strategy Goals align with the City of Madison's efforts.


Bob Wipperfurth, President, Village of Windsor and the Dane County Cities and Villages Association (DCCVA) shared that it felt important to be part of the regional strategic plan. Knowing that other communities, whether neighbors to Windsor or on the other side of the county, were experiencing the same issues, and working to address the housing crisis too. "Being part of an annual progress report will also be helpful," he said.


Jason Fields, President and CEO, MadRep, asked, "How badly do we want it? This is it, this is the right moment, this is the exact moment to come together and fix the housing crisis. But we must work together, and stick together, we have to stick to the strategies, and everybody can do something. This is our legacy for the future."




The RHS Action Plan calls for an additional 2,000 housing units a year to be built in Dane County, not only to help reduce pressure on housing prices but to increase the number and type of housing units available.


The action plan also calls for the region to address racial disparities in housing and homeownership, create more affordable housing, and provide more pathways to homeownership. Sustainable development is a core value of the RHS action plan as well.

Please join us this Thursday, June 13, 3:00 pm – 4:00 pm, for a presentation on the Use of TIF Extension Funds to Support Affordable and Workforce Housing. The presentation will feature Lauren Dietz, Village of Waunakee; Elise Cruz, Village of Oregon; Becky Binz, City of Sun Prairie; Joyce Frey, City of Fitchburg; and, Matt Frater, City of Madison. Each presenter will highlight different ways their municipality has used TIF extension funds to support housing, including the program goal and target residents, current outcomes, and lessons learned. This will be an informative and dynamic program with plenty of room for questions and discussion.

The Housing Supply Accelerator Playbook: Solutions, Systems, Partnerships, is a new resource designed to support communities in navigating their housing supply challenges. The playbook focuses on how communities can accelerate locally driven housing solutions to produce, preserve and improve the quantity of quality housing units.


Emphasizing a systems approach, the Playbook underscores the pivotal role of shared responsibility in bridging housing shortages.


The playbook is a guide and a call to action to embrace complexity and champion collaboration. No singular solution can resolve the housing supply crisis. Instead, each concerted effort shapes a diverse, attainable and equitable housing future.


The housing supply shortage demands collective momentum and shared responsibility from each sector of the housing market to achieve meaningful progress.
