Introducing My District 3 Staff for 2024

As we start February, I want to introduce everyone on my staff for the new year. This is the team that helps me respond to resident needs, manage my schedule, and stay up to date on the 30 committees I sit on or chair. You can visit my website to learn more about each of my staff members.

Are You Prepared for the Wet Weather?

Protecting your Property from Floods

As we prepare for the rain this week, remember it is your personal responsibility to protect your property from flooding. Avoid problems by preparing yourself and your property now. 


Know Your Flood Risk 

Evaluate your property. Where does rain pool? How does runoff drain, and to where? Visit the FEMA Floodplain Program webpage to get answers to these questions. Also get to know your neighborhood's drainage facilities. Flooding can be caused by drainage inlets, gutters, ditches, pipes, over-flowing creeks, or levee breaks.  


Prepare for Your Needs 

Visit Ready.gov to get your emergency supplies in order. Plan for food, water, medical, and personal comfort needs for each household resident. Plan an evacuation route in case of fast rising water.  


Prepare Your Home and Property 

Clean gutters. Clear leaves off of nearby storm drains. Make sure pipes and ditches on your property are not obstructed. If you live near a creek, take special precautions.

Report Problems 

If you see something that could become a flood hazard, or if you spot water rising on a street, a pipe leaking, or a levee breaching, please notify the County Public Works Department right away. Call 925-313-7000 or Email admin@pw.cccounty.us If you see a person in the water, call 911. Don't try to rescue them yourself.

Sandbags

Sandbags are an effective way to prevent or reduce flood water damage. Properly filled and placed sandbags can act as a barrier to divert moving water around, rather than through, buildings. If you’re concerned about flooding at home or business when the rainy season hits, you can visit of the following sandbag stations located throughout East County. Please note you’ll need to bring a shovel, but bags and sand are available for free. To learn more about how to properly fill and use sandbags, watch this video.

Byron Airport: 500 Eagle Court, Byron. Open 24 hours, 7 days a week.

Bring a shovel. Bags are located in front of the pump house near the flagpole. 


Bethel Island Municipal Improvement District (BIMID):

7235 Piper Road (entrance to BIMID Mitigation Site).


Locations have an orange traffic cone marking the locations. Sandbags will be supplied. Must bring your own shovel. If there aren’t any sandbags, please call the BIMID Office at 925-684-2210 and the locations will be restocked. 


Knightsen Farm Bureau/ County Agriculture: 3020 Second Street, Knightsen.Open 24 hours, 7 days a week. Bring a shovel. Bags and sand are located at the north end of the parking lot next to the building.

Would you like to serve on the Measure X Community Advisory Board?

The Contra Costa County Board of Supervisors is seeking diverse representation from individuals with broad experience with programs that align with the Measure’s voter-approved purpose “to keep Contra Costa’s regional hospital open and staffed; fund community health centers, emergency response; support crucial safety-net services; invest in early childhood services; protect vulnerable populations; and for other essential county services.” The Measure X Community Advisory Board (MXCAB) was established on February 2, 2021 following passage of Measure X – a countywide sales tax measure providing general purpose revenue for County programs.


The main responsibilities of the Measure X Community Advisory Board are: 


  •  Providing input on the scope and methodology of the regular written assessment of community needs and priorities;
  •  Using the assessment findings to develop general funding priorities to be recommended to the Board of Supervisors on Measure X net revenues available for allocation;
  • Receiving annual status reports on the implementation, milestones, impact, and outcomes of Measure X funded programs; 


Appointments for seven (7) At-Large and five (5) At-Large Alternate seats will be considered at the Board of Supervisors Finance Committee, with public interviews scheduled March 4, 2024 at 9:30 a.m. To have your application considered at the March Finance Committee meeting, please submit an application online by February 23, 2024 at 5:00 p.m.

Seeking Youth Representatives for Council on Homelessness

The Contra Costa Council on Homelessness (COH) is seeking applicants for their Youth Representative Seat.

  • Applicant must be between the ages of 17 and 24 and have lived experience of homelessness in Contra Costa County.
  • Monthly in-person meetings in Central County, $23/hr (3-15 hrs/month) plus Uber to meetings

Tri Delta Transit increases savings for Clipper START cardholders from 20% to 50%

The Clipper START card is available to Bay Area income-qualified riders. Increased savings are taking place across transit in the Bay Area. Rain Increases Risk of Mice, Mosquitoes, and Yellowjackets: How to Protect Your Property

While the Contra Costa Mosquito and Vector Control District does not have a crystal ball at our disposal to know how long this year's rain will last, something we do know is continued rain not only increases the likelihood of mosquitos, it can also increase chances of mice and yellowjackets.


Female mosquitoes lay their eggs in, on top of, or near water, so that when the young mosquitoes emerge from eggs. they will have access to water where they can develop into adult mosquitoes.


And for most young mosquitoes, still or standing water is best, because they need to swim to the water surface to access oxygen to breathe. So, the more rain we have, the more areas of standing water are created, even in areas that may not have previously contained water. In other words, the more rain... the more mosquitoes you can have.


What you can do about it? Dump and Scrub.


Once the rain subsides, walk around your front and back yards and look for anything holding even a small amount of water. Once you find something holding water, dump out the water and scrub the inside of the container. Scrubbing removes mosquito eggs that are stuck to the inside of the container.


Flowing water reduces the risk of mosquitoes.


Rain can also increase the risk of mice?


Yes. The more rain we receive, the more vegetation grows and the more dense the vegetation can become. Plentiful, dense vegetation creates more areas where mice can find shelter and protection to grow their population.


What can you do about mice on your property?

  • Thin or remove any dense vegetation on your property. When thinning the vegetation, make sure there are at least 10 inches of open space at the base of any shrubs or other dense vegetation. The open space allows light to pass under the plant and reduces risk that mice would use the vegetation for shelter.
  • Trim climbing vegetation at least four feet from the roof, walls, fences, utility poles, and trees.
  • Store wood and lumber piles at least 12 inches above ground and 18 inches away from any structure.
  • Harvest fruit and nuts as they ripen.
  • Pick up fallen fruit and nuts daily.
  • Feed pets amounts of food that will be totally consumed at each feeding. Do not leave pet food outside at night.
  • Keep shed doors closed at night and install a screen on the base of the shed to prevent animals from establishing shelter under the shed.


Rain can increase the risk of yellowjackets, too?


That's true, too.


The District's service is specifically for underground yellowjackets because Contra Costa County resident are more likely to come in contact with them. These yellowjackets are known to build nests with 1,000or more offspring. They build nests in abandoned rodent burrows, other holes and voids underground where continued rain can make the ground soil more moist allowing holes and voids to expand giving underground yellowjackets more space to create their nests and larger populations.


If, while gardening or working in your yard, you encounter biting or stinging underground yellowjackets, contact the District to request Underground Yellowjacket Service.


Now, as you can see, continued rain not only increases the risk of mosquitoes, it can also increase the risk of mice and underground yellowjackets. So, as we start 2024, it is important to take steps now to reduce the risk of these insects and other animals and their associated diseases and harm to protect yourself and your family.

Seeking Nominations for Contra Costa County Youth Hall of Fame

Jered E. Clark of Antioch won the 2023 Youth Hall of Fame Award for Perseverance.

The Contra Costa County Board of Supervisors is now accepting nominations for the 2024 Contra Costa County Youth Hall of Fame Awards. These awards are presented annually to outstanding Contra Costa County residents between 12 and 18 years old. Students will be recognized at the 30th Annual César E. Chávez Commemorative Celebration on Tuesday, March 26, 2024, at 11 am in the Board Chambers at 1025 Escobar St. in Martinez. Community members can also join the event live on Contra Costa Television channels and the County’s website.


Nominees should demonstrate exemplary behavior in one of five categories:

  • Good Samaritan: Goes out of their way to do for others without seeking recognition
  • Volunteerism: Lends a helping hand for the good of the community; Gives their time and energy to a worthy cause or organization
  • Teamwork: Works unselfishly for the good of the team
  • Leadership and Civic Engagement: A natural leader who inspires others and works to make a difference in school and the community
  • Perseverance: Has worked hard to overcome obstacles and achieve success

Contra Costa County Office of the Sheriff Hosting Citizens Academy

Contra Costa County Office of the Sheriff is now accepting Spring 2024 Citizens Academy applications!


The Citizens Academy provides community members with an inside look at the Office of the Sheriff and its mission, duties, responsibilities, and services. 


The Citizens Academy will take place in Martinez with one special day dedicated to Clayton at our range. It begins on February 21 and runs for 6 consecutive weeks. Classes meet Wednesday evenings, 6:00 pm –9:00 pm with one Saturday session scheduled for March 9, 9:00 am - 3:00 pm.

2024 Contra Costa County Fair Queen Applications Due Now

Contra Costa County Fair Queen serves as a role model for young women in our community.


The pageant is seeking young women who are intelligent, articulate, charming, talented, sincere and healthy (in mind and body) with warm outgoing personalities.


The winner and her court will reign for one year.


Closing date for Application is Friday, February 2nd, 2024


Pageant Information Meeting:

Wednesday, January 24th at 6pm, to assist and answer any questions regarding the pageant, completing the application form and the required activities.

The Board of Supervisors receives valuable input and community participation from numerous citizen advisory boards on a range of issues. Boards usually meet monthly regularly.

Candidates for these positions must live in District 3 or any specified boundary area for special districts. 

District 3 is comprised of the cities of Antioch, Oakley, and Brentwood, and the unincorporated communities of Bethel Island, Byron, Knightsen, and Discovery Bay.

Assessment Appeals Board

The Assessment Appeals Board conducts impartial hearings on property assessment disputes between taxpayers and the county assessor. Based on the evidence presented at these hearings, the appeals board determined the value of the disputed property or determines other matters of property tax assessment within the board’s jurisdiction.

 

Qualifications:

Applicants should possess five or more years of professional experience in California as one of the following: licensed real estate broker, attorney, certified public accountant (CPA) or public accountant, property appraiser accredited by a nationally-recognized professional organization, property appraiser certified by the Office of Real Estate Appraisers, or property appraiser certified by the State Board of Equalization. 

 


Contra Costa County Fire Protection District – Advisory Fire Commission

Juvenile Justice Coordinating Council

The JJCC is a multi-agency advisory body that contributes to the development and implementation of a countywide juvenile justice plan. It is composed of several critical parts, including, but not limited to, an assessment of existing law enforcement, probation, education, mental health, health, social services, drugs, alcohol, and youth services resources, which specifically target both at-promise, as well as system involved youth, and their families.


Knightsen Town Advisory Council (KTAC)

The Council advises the Board of Supervisors on land use and planning matters affecting the community of Knightsen and may represent the Knightsen community before the Board of Supervisors, the East County Regional Planning Commission, the Zoning Administrator and the Local Agency Formation Commission on proposed boundary changes affecting the community.

 

The Knightsen Town Advisory Council (KTAC) consists of five (5) members, each of whom must reside within the boundaries of the Knightsen TAC. KTAC meets the third Tuesday of every month at 7:30pm. Meetings are still being held virtually and will be subject to change.



Measure X Community Advisory Board

1 Seat

The Measure X Community Advisory Board was established by the Board of Supervisors on February 2, 2021 to advise the Board of Supervisors on the use of Measure X transactions and use tax funds.


Qualifications

Committee members shall either live or work in Contra Costa County, with a majority being residents of the County. There is no requirement for Supervisorial District seat appointees to live or work within a specific Supervisorial District. Public officials, including both elected and appointed, are not eligible to serve on the MXCAB.



Mental Health Commission

To review and assess the community's mental health needs, services, facilities, and special problems, in order to advise the Board of Supervisors concerning local mental health services and programs.


The Mental Health Commission meets the first Wednesday of each month from 4:30-6:30 p.m. at 550 Ellinwood Way, Pleasant Hill. Note: The Commission may not meet during the month of December. Check the Meeting Schedule page for a complete list of meetings.
