Message from the HHPNC President

Historic Highland Park:
This month, we lost two leaders in our community, Linda Phelps and Mr. Gabriel Monge from Burbank Luther Middle School. I extend my condolences to the families and loved ones of Linda and Mr. Monge. While I did not get to meet either, I have been reading about the incredible heart of service that they had and the difference they made in our communities. Whether or not we knew them, we must honor people who have paved the way for the Historic Highland Park we have today. With that, I’d like to acknowledge that we are in a time of much grief, sorrow, and loss. We are here for you as the Board and as your neighbors and want to support you and advocate for you as we are able.
You will notice in our newsletter today, and now on our website as well, that we have Google form where you can submit your ideas, feedback, and concerns. This form can be anonymous or not and if the submission requires a response, we will do our best to get back to you! Getting to meet and work with each community member is one of my favorite parts of serving on the board; so please let us hear from you!
Lastly, we are in a time of transition. We transitioning away from the pandemic and into a state of greater security in our public health, as our city works to vaccinate. We are also in a transition as a board as we begin to vote for the 2021-2023 Historic Highland Park Neighborhood Council Board and prepare for a smooth hand-off to them. We are in a time of limbo, but we can remain hopeful about the future as we continue to shape the future that we want to see today through the Neighborhood Council Board and the many other wonderful change-making institutions in our community.

Linda Phelps, founding member of HHPNC

The HHPNC offers our sincerest condolences to the family of Linda Phelps who has recently passed away. As one of the founding members of the Neighborhood Council, she worked to gain certification for the HHPNC by identifying neighborhood communities, and collecting stakeholders' signatures.
Beyond her work on the Council, she was also involved in the Highland Park Heritage Trust and continued her work serving the Highland Park community over several decades.

From Tuesday March 2 - Saturday March 6, 2021, the Office of Council District 14, Councilmember Kevin De León, in conjunction with the Office of Mayor Eric Garcetti has an upcoming FREE COVID-19 Mobile Vaccination & Testing Site at the Historic Los Angeles Police Museum located at 6045 York Boulevard.
You must meet “Eligibility Requirements” with Proof of Age, Address, and/or Proof of Occupation/Employment to receive the FREE COVID-19 Vaccination. Call (323) 254-5195 to make an appointment and for more information on availability.

Neighborhood Council Elections will be held by mail this year -- You can vote if you are 16 or older, and a Highland Park stakeholder. Stakeholders are defined if you are a resident, own a business or work, own real property or have a community interest in Highland Park. More information and details on how to register for your ballot can be found here:

Karrabing Film Collective

Join Oxy Arts for a selection of shorts from the Karrabing Film Collective, followed by a Q&A with collective member Elizabeth Povinelli.
The Karrabing Film Collective is a media group based in Australia’s Northern Territories that uses filmmaking and installation as a form of Indigenous grassroots resistance and self-organization. The collective’s members—predominantly living in the Belyuen community—together create films using an “improvisational realism” that opens a space beyond binaries of the fictional and the documentary, the past and the present. Meaning “low tide” in the Emmiyengal language, karrabing refers to a form of collectivity outside of government-imposed strictures of clanship or land ownership. Shot on handheld cameras and phones, most of Karrabing’s films dramatize and satirize the daily scenarios and obstacles that members face in their various interactions with corporate and state entities. Composing webs of nonlinear narratives that touch on cultural memory, place, and ancestry by freely jumping in time and place, Karrabing exposes and intervenes into the longstanding facets of colonial violence that impact members directly, such as environmental devastation, land restrictions, and economic exploitation.
Elizabeth Povinelli is a critical theorist, filmmaker, and professor of Anthropology at Columbia University.
