Tailored Plan Care Management Becomes Clearer 
On January 24th NC DHHS held a webinar that provided additional, point-in-time information on the planning for the BH/IDD Tailored Plans. It was explained that these are initial discussions and that there will be further detail as the planning progresses. NC DHHS will continue to offer webinars and other learning opportunities as well as concept papers as plans progress so this is a transparent process. It was also stated that the Standard Plan will be used as a part of the framework for the BH/IDD Tailored Plan to ensure some alignment.

What is the general current thinking about care management in the BH/IDD Tailored Plan?

i2i's First Year - Building Change
The i2i Center for Integrative Health hit the one year mark on January 1, 2019, and what a year of building and growth it has been for the organization!  In 12 short months, i2i staff have met with leaders representing all segments of the public service system, as well as private sector organizations to introduce the new organization, focusing on i2i's mission to convene stakeholders, strategize solutions, and activate change.

i2i is just getting started for 2019," Hooper says. "i2i has gained traction, and as we receive requests to take on new projects, we're being very diligent to ensure that our work aligns with our mission. We will identify priorities and projects based on our mission and vision - as a convener of stakeholders, to improve the quality of care and life for North Carolinians thru strategic partnerships, education, information, etc. If we stay with that, I'm pretty confident we'll find success."

2019 Legislative Session - What We Might Expect
The long session of the NC General Assembly began on January 9th and we can expect much more lively debate, hopefully in more public forums than in recent years.  The November 2018 elections turned over enough seats in the House from Republican to Democrat that it potentially reduced the use of the super majority votes to override vetoes from the Governor. This can create a dynamic that will require much more compromise and discussion.  The House is no longer predominantly held by Republican legislators but the Senate remains that way.  This dynamic could stymie the passage of bills or at least slow them down.

Raise the Age of Juvenile Jurisdiction Brings Hope for Kids
On December 1, 2019, the Juvenile Justice Reinvestment Act, passed as a part of the North Carolina budget in 2017, will go into effect. North Carolina is the last state in the entire country to change historical laws that allowed individuals less than 18 years old to be tried and incarcerated as adults . This Act, commonly referred to as Raise the Age, is significant in that it allows 16 and 17 year olds to be treated as youth in the criminal justice system, increasing access to behavioral health services and reducing the impact of permanent records. The option to try a juvenile as an adult in superior court for major offenses such as armed robbery or assault will remain. However, for lesser offenses, such as possession of marijuana, a juvenile will be tried in juvenile court.  97% of juvenile crime cases reviewed as this legislation was processed were non-violent crimes.   

US DOJ Report Points to Successes and Challenges
Since 2012, efforts to build appropriate and safe housing slots as well as services and supports to fill a long-standing gap in the community-based mental health system have been underway.  The drive to address this came from a US Department of Justice (USDOJ) Settlement Agreement with North Carolina around offering individuals with Severe Mental Illness community-based housing, treatment and supports instead of placement in the more restrictive environment of Adult Care Homes.
