Important Update: Canadian Dental Care Plan (CDCP) Plan as of
April 12, 2024
We hope this message finds you well. We, The Denturist Association of Canada (The DAC) want to provide you with an update regarding the recent developments concerning the Canadian Dental Care Plan (CDCP).
On April 9, 2024, The DAC hosted an informative session to discuss various aspects of the CDCP. We are currently in the process of translating the session content and once completed; we will circulate it to all members. Additionally, we will include a comprehensive Q&A listing addressing the queries raised during the session.
You may have heard about a recent interview with the Minister of Health, Mark Holland, on April 11, where he discussed significant changes regarding provider enrollment in the CDCP. Minister Holland mentioned that providers will no longer be required to sign up. However, it's essential to clarify that this change is not yet operational. The CDCP is exploring alternative pathways for providers to offer care without the need for formal enrollment. This modification would apply to all oral health providers.
Details on the operationalization of this alternative pathway are currently being finalized to ensure clear communication to all oral health providers. It's important to note that this option is not yet available, and CDCP continues to encourage all providers to confirm their participation to be prepared to treat CDCP patients starting in May.
For clarification, providers accepting CDCP patients will still be obligated to accept direct reimbursement from Sun Life. Direct reimbursement to CDCP patients will not be feasible under the current system.
We acknowledge the frustration that may arise from the recent policy change regarding replacement partial dentures, which now necessitate preauthorization and won't be accessible until November 2024. The DAC has been deeply involved in stakeholder consultations and has contributed to drafting a comprehensive policy to tackle this issue. We are dedicated to promptly releasing this policy once finalized. Rest assured, we are fully committed to advancing these discussions and maintaining active engagement with the CDCP.
Furthermore, we continue to advocate tirelessly for all denturists as the national organization, with the support of our Provincial Associations. We've taken a proactive role in negotiations and plan development concerning the CDCP. Your input, as communicated through our Provincial Associations, is invaluable to us. We hear you, and we want to assure you that we're actively engaged in advocacy efforts. Rest assured, we are actively addressing all challenging developments with a proactive approach.
The 2024 benefit grids have been released; however, they lack accuracy as the policy changes for partials have not been applied. Please disregard the versions currently available on the CDCP and Sun Life CDCP websites. We will circulate the correct versions once they become available.
Our approach with the CDCP and the Minister's Office has been constructive, positioning us firmly in the inner circle of decision-making. They value our collaboration and frequently seek our input. Your voices, as members, are heard and respected in these discussions.
Here are some ongoing initiatives and concerns we're addressing with the CDCP:
- Preauthorization for Complete Immediate Dentures: We're questioning the necessity of preauthorization for this procedure.
- Partial Dentures Requiring Preauthorization: We're exploring options and exceptions to the preauthorization requirement, advocating for further discussions and raising concerns to the Minister of Health's office.
- Lab Procedure Code 98888 Preauthorization: We're seeking clarification on why this preauthorization requirement exists.
- Preauthorization for Complete Dentures with Long Term Soft Liners: We're highlighting the impact on patients and formally requesting the inclusion of procedure code 73008 for Long Term Soft Liner into the CDCP Benefit grids.
- Missing Procedure Codes: We advocate for the addition of specific procedure codes related to long-term soft liners for complete and partial dentures to alleviate confusion and ensure comprehensive coverage.
- House-call or Out-of-office Visit Procedure Code: We're addressing the gap in service provision for patients who require care but cannot visit dental offices, advocating for the inclusion of relevant procedure codes for coverage. The DAC underscores the vital role house calls play in providing oral health care to individuals with mobility challenges, ensuring that no Canadian is left behind in receiving crucial denture-related services.
- Additionally, denture cleanings are paramount for maintaining overall oral health, preventing infections, and enhancing the longevity of dentures. The DAC firmly believes that addressing these concerns will not only improve the quality of oral health care under the program but will also contribute significantly to the overall well-being of Canadians.
- The DAC persists in advocating for the inclusion of an alternate benefit clause.
We understand the frustration and challenges these issues pose, both for you as practitioners and for the patients you serve. Our commitment remains unwavering in advocating for fair and comprehensive coverage within the CDCP.
Furthermore, we recognize the importance of ensuring that our partners at Sun Life are fully informed of the changes and updates in the CDCP documents, such as fee grids. We're actively working to prevent confusion among providers and patients.
