Representing Parents and Children in Child Welfare Cases

The 2024 Tool Kit for Attorneys Representing Parents and Children in Child Welfare Cases, developed by the Children’s Commission Legal Representation Committee, reflects changes from the 88th Texas Legislative Session. New chapters include transitioning from trial to appellate counsel, appealing temporary orders, and representing children in the permanent managing conservatorship of the Department of Family and Protective Services. The tool kit covers legal essentials including pleadings, motions, evidentiary issues, hearing checklists, and related federal law issues. The tool kit also contains topical chapters on concurrent issues such as child well-being, older youth in care, paternity, child support and kinship support, incarcerated parents, and trauma-informed advocacy.
