The 2024 Tool Kit for Attorneys Representing the Department of Family and Protective Services in Child Welfare Cases is now available on the Children’s Commission website. Updates to the tool kit reflect changes from the 88th Legislative Session and highlight required actions by DFPS before and after each hearing. 


The tool kit covers legal essentials including pleadings, motions, evidentiary issues, statutory hearings, and related federal law. The tool kit also contains topical chapters on concurrent issues such as reasonable efforts, paternity, placement, child support and kinship support, visitation, and older youth in care. The 2024 tool kit features additional checklists including: 


  • Required Participation Hearing
  • Reasonable Efforts
  • Foster Care & Education
  • Indian Child Welfare Act (ICWA)
  • Termination Grounds


The 2024 Tool Kit for Attorneys Representing the Department of Family and Protective Services in Child Welfare Cases will also be made available at no cost in an online and interactive format provided on the LawBox App. Additionally, a limited number of print copies may be made available for distribution.
