SEC will vote on proposing a rule that would create a standard of conduct for broker-dealers when they make recommendations about stock transactions or investment strategy to retail investors. The commission also will consider proposing its own interpretation of the standard of conduct for investment advisers and rules that would require them and broker-dealers to give a "brief relationship summary" to investors.
