This issue of the ILG newsletter is all about data. We’ve been working on quite a few surveys, studies and reports over the past few months and we’re excited to share the findings with you.
Data and analytics are key to effective decision making and policy. We relish the opportunity to partner with universities, associations, state agencies and other organizations committed to gaining insights about and for local government. We also love piloting innovative projects in our four pillar areas and testing out strategies that have the potential to shape future programs that can be scaled statewide.
In this issue, you’ll find a report on the impact of the second round of our successful BOOST Program. You’ll get an update on the launch timing and details for our forthcoming report on Local Climate Action and you’ll read about the ever changing demographics of our public sector workforce.

BOOST Helps Under-resourced Communities Unlock Access to
Historic Climate Investments

ILG recently released a report with the California Strategic Growth Council (SGC) highlighting the transformative impact of state investments in capacity building and technical assistance. The BOOST Round 2 Program report details how ILG helped a cohort of seven cities leverage $500,000 in capacity building resources to secure an additional $25 million in state and federal grants.
In addition to grant support, the report highlights some key successes, including:
- Researching and reviewing more than 60 grant opportunities.
- Securing $25 million in grant funding to support climate and equity projects.
- Providing in-depth public engagement training for 32 staff and a specialized leadership training for five city council members.
- Planning and facilitating 20 community conversations and/or engagement events and three surveys.
- Assisting two communities obtain and maintain compliance with state mandates including supporting the development of a Housing Element, an Environmental Justice Element, and a Safety Element.
- Providing technical support or securing grants that resulted in four new or updated planning documents.
- Identifying more than 60 projects that could qualify for state or federal grant funding.
- Connecting BOOST communities to three additional technical assistance programs.
- Developing articles, social media, and newsletters that highlighted community success.
- Making connections to numerous state, regional, and community stakeholders and setting the stage for long-term partnerships.

Roundtable: Zero Emission Vehicle Regulations | |
In late April 2023, the California Air Resources Board (CARB) approved the Alternative Clean Fleets (ACF) regulations, which require a phased-in transition toward zero-emission medium and heavy-duty vehicles requiring state and local government fleets to ensure 50% of vehicle purchases are zero-emission vehicles (ZEV) beginning in January 2024.
ILG has recently completed a survey with CSAC, Cal Cities and CSDA to provide information to local jurisdictions about the new ACF regulation (and any other recent/similar CARB low emission/ZEV mandates) and gather feedback about the effect of the legislation on local government agencies.
To further assist local agencies, the California State Association of Counties and California Special Districts Association are joining a roundtable hosted by Cal Cities on Wednesday, November 15 at 2:00 p.m., to discuss issues relating to these regulations and to learn about available options for compliance. Discussion topics include:
- Compliance requirements
- Exemptions and extensions
- Coordinating with energy providers
- Upcoming legislative and budgetary efforts

Coming Soon! New Report on Local Climate Action | |
With the substantial influx of recent state and federal funding, local jurisdictions have the potential to make significant headway on projects that reduce emissions and protect residents against worsening natural disasters. But how are local agencies maximizing this unique opportunity?
A recent survey and subsequent report will answer just that. ILG recently partnered with UC Berkeley’s Center for Law, Energy, & the Environment and Next 10 on a new report, Getting to Implementation: The Status of Local Climate Action in California, which surveyed municipalities across the state to gauge the progress of local efforts to reduce greenhouse gas emissions and protect residents against the worst impacts of climate change.
The report will be launched in early November. Stay tuned for the official announcement and webinar where we’ll summarize the key findings.

Although the council-manager system has become the dominant form of municipal government in California, only limited research has focused on the state’s city managers as a group. To address this, the California City Management Foundation (CCMF), joined by Tripepi Smith Talent Solutions and the California Joint Powers Insurance Authority issued a survey to current city managers in California. In October, we presented the results of the survey highlight the demographics and backgrounds of current city managers, share areas of top concern facing our cities statewide and facilitated a conversation about the key takeaways and trends. | |

Lunch & Learn: Local Agency Contracting with Independent Contractors

Uncertainty regarding the application of California Government Code Section 1090 to independent consultants, frequently led public agencies to prohibit independent contractors from participating in multiple phases of a project. This made it challenging for public agencies to efficiently get work done. New legislation signed by the Governor, AB 334 (Rubio, 2023) aims to clarify the application of Section 1090 to independent contractors, which may provide new and more efficient procurement avenues for public agencies to utilize. The new Chancellor of the California Community Colleges, Sonya Christian, has a bold vision for student success that includes a strong link between curriculum and careers. ILG's CEO was invited to present about public sector careers and apprenticeships at the recent Vision 2030 Summit hosted by Rancho Santiago Community College District in Orange County.

ILG continues to hear from our local government partners about the increase in polarization, and divisiveness in public meetings. We were honored to present at the CSDA Special District Leadership Academy on "Promoting Civility in Times of Heightened Partisanship and Polarization" highlighting tools and strategies local agencies are using to ease tension and conduct more effective public meetings.

MMANC 2023 Annual Conference
The future of the public sector depends on the quality and commitment of our workforce. Last week, ILG attended the MMANC Annual Conference in the Lake Tahoe area and led a session on "Preparing the Next Generation to Lead." In addition to sharing insights and data about the public sector workforce from a recent ICMA workforce report, we also highlighted key elements of ILG’s IDEA public sector workforce project, which is funded by a grant from the Workforce Accelerator Fund. Panelists included Pat Martel with Cal ICMA, Justin Lovell with the West County Wastewater District, and Erica Manuel and Melissa Kuehne with ILG.

Are You Picture Perfect? AB 994 and Posting Mugshots on Law Enforcement Social Media Accounts
On September 23, 2023, Governor Gavin Newsom signed Assembly Bill (“AB”) 994 into law. AB 994, effective January 1, 2024, imposes new requirements on how and when law enforcement agencies may share and remove booking photographs—commonly known as mugshots—of persons arrested for nonviolent crimes on their social media accounts.

Governor Newsom Signs Batch “Broadband” Permit Processing Bill

AB 1637 and Website Domains: What This Means for Public Agencies
AB 1637, authored by Assemblymember Jacqui Irwin, requires local agencies to migrate public websites and/or email addresses to a .gov or .ca.gov domain by January 1, 2029. At its core, the bill seeks to provide website users with a quick and simple way to confirm that they are accessing an official California governmental resource. ILG partner Tripepi Smith breaks down the new requirements and what it means for our local government partners.
