New and different skills and experiences are necessary for seasoned and younger generations to lead local governments through the challenges of the future. In this webinar, the Institute for Local Government will host and facilitate with its partners a discussion about how to prepare for leadership transitions, serve new leadership positions, and create the leadership pipeline.

Virtual Training: Meeting Mastery
Wednesday & Thursday, February 14 &15, 10:00am-3:00pm
We know that public meetings can be a challenge to coordinate. The topics are often too technical and the format can be intimidating for the general public. That’s why our training will equip you with the skills and tools to plan and implement productive, interesting, and engaging public meetings that center equity and allow for meaningful participation, whether in person or virtual.
The workshop will focus on growing your skillset in meeting facilitation and meeting design. We’ll share techniques for more interactive meetings that are accessible and engaging for everyone. We’ll also include tips for active listening and strategies to support diverse viewpoints so you can better navigate contentious meetings and interactions with stakeholders.

New Report: The Status of Local Climate Action in CA
A new report from UC Berkeley’s Center for Law, Energy, & the Environment, ILG, and Next 10 found that many municipalities need more detailed plans and government staffing to mobilize effective climate action amid the recent expansion in state and federal funding, including from the Bipartisan Infrastructure Law and the Inflation Reduction Act.
“This report reinforces what we’ve witnessed in local agencies for many years,” said Erica Manuel, CEO and executive director of ILG “The desire to advance climate action and sustainability goals is there, but the capacity and resources are not. Additional investments in technical assistance, flexible funding and workforce development will go a long way toward achieving our shared climate goals.”

CSAC 129th Annual Meeting
ILG attended the California State Association of Counties’ 129th Annual Meeting in Alameda last month where we promoted our new workforce development projects with the Workforce Accelerator Fund grant and our Registered Apprenticeships Initiative. We also had the privilege of recognizing exceptional climate and resilience leadership with this year’s Beacon Awards. Congratulations to Yolo County and Butte County, and thank you for going the extra mile to innovate and implement solutions to meet your climate goals!

MMASC 2023 Annual Conference
We were thrilled to host a panel on the next-gen public sector workforce at MMASC’s 2023 Annual Conference in Coronado. We profiled our forthcoming local government resource hub and spotlighted the unique recruitment and retention strategies being used at the City of Carlsbad and the City of West Hollywood in our session “Soaring into the Future: Empowering the Next Generation for Local Government Leadership”!

Yolo County LAFCO Fall 2023 Leaders Summit
Team ILG was excited to present to membership of the Yolo County LAFCO on “Good Governance in Polarizing Times.” ILG shared tools, strategies, and tips to help local agencies navigate challenging public meetings and facilitated conversations about active listening and real world situations highlighting how attendees addressed contentious and polarizing public meetings.

Get Connected with Google Business Profiles
As of October 2023, Google Business Profiles released a global feature that allows business managers and owners to add links directly to their other social media sites.
By adding social media links to a Google Business Profile, users have more options to connect with a business through multiple platforms, which is likely to increase traffic to their other social media sites as well.

Assembly Bill 557: Updated Procedures for Remote or Hybrid Public Meetings
On October 8, 2023, Assembly Bill 557 sponsored by California Special Districts Association and introduced by Assembly Member Gregg Hart (D-37) was signed into law. This bill updates and amends the procedures agencies have grown accustomed to under the COVID-era rules adopted as AB 361 in 2021 and set to expire December 2023.

Funding and tax incentives for clean energy infrastructure
The Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA) are two major laws that support the transition to clean energy and renewable sources for local municipalities and tribes, as well as funding opportunities for non-profit and community-based organizations that work in this field. If you are pursuing IIJA or IRA grant funding in order to deploy infrastructure in SCE’s service area, it’s critical that we hear about your plans as soon as possible. Please fill out this survey to share information about both your local projects already underway and your plans for future grant submissions.

AB 1638: Providing Emergency Information In Non-English
On October 8, 2023, Governor Gavin Newsom signed Assembly Bill (“AB”) 1638 into law. AB 1638, effective January 1, 2025, requires local agencies that provide emergency response services—such as police, fire, or emergency medical services—to provide information about the emergency in a non-English language spoken by more than 5% of its population.
