Connecting the Cash:
Absence of Local Donors in Top Races

In two of Illinois' most expensive and contentious Primary races, only $9,000 of contributions collected in 2016 have been sourced from donors within the Districts themselves. This is contrasted with over $2.3 Million that has been collectively raised in 2016 by candidates for the 5th and 22nd Illinois House Districts.

In the 22nd District race between House Speaker Michael Madigan and Jason Gonzales, no donations from local donors have been collected in 2016. Gonzales has received 67% of his 2016 donations from Individual Donors who reported a profession of business, but live outside the District. Madigan received 16% of his 2016 donations from Political Party Committees, 24% from businesses, and 46% from Unions.

It's hard to say exactly where the expenditures supporting Madigan have come from, because campaigns don't have to report money they spend on their own candidate until their quarterly reports on April 15th. However, neither the Democratic Majority or the Democratic Party of Illinois have filed Independent Expenditures supporting Madigan. This could mean that most of his expenditures are coming from his own committee, Friends of Michael J Madigan. Although he hasn't raised much since things started heating up in January (just $304,968), he started off with $2.1 Million in the bank, which gave him a considerable financial lead.

In the race for the House's 5th District, Ken Dunkin has raised 99% of his 2016 funds from the Illinois Opportunity Project, a 501(c)4 organization run by Dan Proft. 83% of challenger Juliana Stratton's contributions have come from unions in 2016 - although she does have $9,000 worth of contributions from donors inside the 5th District. She is the only candidate to receive any contributions from inside the District this year.
