I-64/I-264 Improvements Update

PROJECT UPDATE

April 2018

B ridge Superstructures Rising Overhead

Girder installation progressed rapidly in February and March on the ramp and collector-distributor lanes that will serve the Newtown and Witchduck road interchanges on I-264 east.

A steel-reinforced concrete I-beam is delivered to the project (above) on March 29, 2018. It is hoisted and placed (below) as workers construct the ramp that will connect I-64 west to the collector-distributor lanes serving Newtown Road, Witchduck Road and I-264 east.

At Edison and Ivor

A portion of the project along I-64 west came into focus as crews finished placing panels on the retaining wall behind Ivor and Edison avenues. Still to come: backfilling, drainage work and construction of the road overhead. The structure will lead to the Curlew Drive overpass.

Phase II Construction Begins

A demolition crew removed the former 7-Eleven building at the intersection of Newtown and Greenwich roads the week of March 26. Upcoming activity in that area will include demolition of the islands in Newtown and Greenwich roads and ramp widening work at Exit 15A.

Project open house

VDOT held an informational open house March 6 at Kempsville Elementary on the two I-64/264 Interchange Improvements projects (Phases I and II) underway in the corridor. About 50 people attended.

Phase I (I-64/I-264 to Newtown Road)

Recently Completed:

Installed steel girders over Kempsville Road behind First Baptist Norfolk
Backfilled outfall pipe for South Newtown Road retention pond near Pleasant Point Drive

Ongoing:

Constructing bridge columns and cap beams from Curlew Drive to Kempsville Road
Constructing retaining walls M and P at the I-64 west approach to Curlew Drive overpass near Ivor and Edison avenues; installing precast panels and backfilling
Installing Densified Aggregate Piers (DAPS) and driving support piles at Exit 15A from I-264 to Newtown Road
Maintaining erosion and settlement control measures
Installing Retaining Wall Q at Exit 15A from I-264 to Newtown Road

Upcoming:

Pour curb and gutter at South Newtown Road retention pond and pave road to remove steel plates
Deck construction on collector-distributor lanes between Kempsville and Newtown roads

Phase II (I-264/Newtown Road to Witchduck Road)

Recently Completed:

Demolition of former 7-Eleven at Newtown/Greenwich Rd. intersection

Upcoming :

The first 90 days of construction are expected to included the following activities:

Demolition of islands at Newtown/Greenwich Road intersection
Drilled shaft foundations and columns in the Newton Road median near I-264 east
Work on I-264 Exit Ramp 15A, including widening and signalization
Relocation of sewer and water lines at the intersection of Newtown and Greenwich roads
Clearing and ground improvements for the Greenwich Road/I-264 flyover, near Top Golf to the south of the interstate and near Cleveland Street to the north of the interstate

Traffic Impacts

There will be a full closure of Southbound Kempsville Road between Center Drive and Blackstone Street for bridge deck construction on the following weekends:

4 a.m. Saturday, April 7, to 5 a.m. Monday, April 9
4 a.m. Saturday, April 14, to 5 a.m. Monday, April 16 (if necessary)

A detour will direct traffic to Center Drive and Newtown Road.

The contractor is developing a plan to close Curlew Drive near the I-64 overpass for as many as three to four weeks. The dates of the closure and the detour plan will be announced when the work is scheduled.

The road closure will allow crews to move water and sewer force mains to make room for a large stormwater pipe that must be installed below Curlew Drive. The drainage pipe, which measures 5 feet across, is part of the project's stormwater management system.

Motorists should be aware that shoulders along I-64 west and a portion of I-264 east are closed for construction.
