Trump FY2021 Budget Proposes to Cut Public Housing by 43% and HUD by 15%
|
On February 10, the Administration announced its FY2021 budget, which proposes $47.9 billion for HUD programs, cutting funding by 15% overall and public housing funding by 43%. CLPHA published an analysis of the proposed budget, stating "In the face of an estimated capital needs backlog of $70 billion, HUD's budget zeroes out the public housing capital fund, which is used to address the growing physical needs of aging properties."

New Delegated Processing Notice for Section 202 and 811 Supportive Housing Projects

On February 11, HUD published Notice H 20-2, which updates HUD's procedures for processing certain Section 202 and 811 Supportive Housing projects under a delegated processing system. The notice intends to increase timely and high quality underwriting, while also streamlining compliance for sponsors undertaking mixed-finance transactions, and gives selected state and local agencies the choice to review and process certain capital advance projects.

HUD released new ZIP code-based median gross rents for all Rent Comparability Studies submitted in support of Section 8 HAP renewals effective February 11, 2020 or later.

HUD Proposes Changes to Faith-Based Organizations' Participation
|
On February 13, HUD proposed removing current regulatory requirements regarding faith-based organizations to permit greater autonomy, expression and control over religious character, in accordance with Executive Order 13831. Comments are due April 13, 2020.
