As part of its review, the Select Committee has heard from government ministers, alcohol and live music industry representatives, residents, licensing bodies (including the Institute of Licensing) and the police.
In its final evidence session, the Select Committee heard from:
- Sarah Newton MP, Parliamentary Under Secretary of State for Vulnerability, Safeguarding and Countering Extremism, Home Office
- Nicola Blackwood MP, Parliamentary Under Secretary of State for Public Health and Innovation, Department of Health
The information online stated that during the past 6 months, the committee had heard evidence that:
- the licensing committee system is failing and should be aligned with planning
- appeals should no longer go to magistrates' courts
- legislation has not kept pace with a huge growth in off-trade and online sales
- minimum unit pricing would be an effective control on alcohol abuse
- loopholes in the law are likely to lead to serious alcohol-related issues at airports
- the night-time economy is skewed against local residents
The Committee Report was published on Tuesday 4th April 2017.
The Government must consider the recommendations of the report and make a response to the Select Committee.
Sarah Clover, Barrister at Kings Chambers and Institute of Licensing Director / Chair of the West Midlands Region has served the Select Committee as Specialist Adviser during the course of the review. She is now providing a series of workshops across the country on behalf of the Institute of Licensing in partnership with Kings Chambers to talk about the work and the ramifications of the report.
