What's New

Policy/Legislation Updates  

The 2024 legislative session provided many wins for behavioral health services in Colorado.  

 

Highlights include:  

  • Budget Request R7 | Behavioral Health Continuum  
  • Implements new pricing methodologies for safety net providers with a focus on establishing rates and maintaining a fee schedule for providers in the Behavioral Health Safety Net System; 
  • Extends payment for Institutes of Mental Disease (IMD) stays to cover up to 60 days of member IMD stays;  
  • Expands Substance Use Disorder (SUD) coverage to include ASAM 2.5 Partial Hospitalization Programs (PHP).  
  • Senate Bill 24-047 - Prevention of Substance Use Disorder  
  • Creates several measures regarding the prevention of substance use disorders, including creating a grant program, modifying the Prescription Drug Monitoring Program (PDMP), creating a data linkage project, establishing procedures for local drug overdose fatality review teams, and providing additional modifications to existing programs, including a provision to give HCPF access to the PDMP for specific purposes. 
  • House Bill 24-1045 - Treatment for Substance Use Disorder  
  • Creates and expands programs and services for substance use disorder (SUD) treatments. Specifically, the bill:  
  • Creates the Behavioral Health Diversion Pilot Program  
  • Provides reentry services under Medicaid  
  • Provides partial hospitalization services for SUD under Medicaid 
  • Expands the Colorado Child Care Assistance Program 
  • Provides safety net Provider Application support services.  
  • Creates the Contingency Management Grant Program

1115 Waiver Updates


Health Related Social Needs (HRSN) 1115 Waiver Demonstration Amendment 

Authorized by HB 24-1322, HCPF expects to submit an HRSN 1115 amendment to the Centers for Medicare & Medicaid Services (CMS) in August 2024. This timeline is significantly expedited compared to previously anticipated timelines, including that set out by HB 23-1300 and HB 24-1322.  

 

In coordination with the Governor’s Office, HCPF will pursue this expedited plan in order to capitalize on support by CMS to expand certain housing and nutrition related services.

 

The August 2024 amendment, however, will not preclude HCPF from expanding HRSN services through future amendments based on stakeholder feedback and the information learned through the two required feasibility studies.

SUD Updates

ASAM 2.5 Partial Hospitalization Program (PHP) Services Now Covered by Health First Colorado, Effective July 1 


Effective July 1, Health First Colorado covers ASAM 2.5 PHP, thus completing the full continuum of SUD services. Partial hospitalization programs provide 20 hours or more of clinically intensive programming each week to support patients who are living with an SUD condition and an unstable medical and/or psychiatric condition in need of daily monitoring and management in a structured outpatient setting.  

 

We encourage providers who are licensed and endorsed to deliver ASAM 2.5 PHP services in Colorado and interested in contracting to contact the Managed Care Entities (MCEs).  

 

Providers interested in delivering ASAM 2.5 PHP services are encouraged to contact the Behavioral Health Administration (BHA) regarding licensing and endorsement.

Safety Net Spotlight  

Effective July 1, new Provider Type 78, Specialty 887 Comprehensive Community Behavioral Health Providers are reimbursed using a Prospective Payment System (PPS) payment model that pays providers a standard daily rate for any qualifying service provided to a member, regardless of what or how many specific services were rendered on a single date of service.  

 

Refer to the July 1, 2024, SBHS Billing Manual, Appendix D, for more information about Comprehensive Providers, including provider lists and their distinct PPS rates.    

 

Crisis Spotlight 

BHA Launches Free Online Behavioral Health Educational PlatformOwnpath Learning Hub is available to Crisis Professionals to satisfy the requirement to complete the Crisis Professional Curriculum (CPC).   

 

To get started go to the OwnPath Learning Hub then select the CPC. From there, select ‘Enroll’ and register an account. Once registered, you can access all the CPC modules. 

 

BHA Launches Statewide Campaign to Promote 988 Colorado Mental Health Line 

BHA and 988 Crisis Hotline Enterprise proudly announce the launch of a campaign to increase awareness and utilization of the 988 Colorado Mental Health Line (988). The service connects people in Colorado to trained specialists offering compassionate mental health, emotional, and substance use support via call, text, and chat.  

 

To inform the marketing of 988 in our state, BHA and the board spent the last 1.5 years conducting extensive research with youth, adults, and behavioral health referrers. They also invited the people of Colorado to provide feedback on proposed messaging and creative directions. These efforts helped create a unique look and feel for our state, a new website, updated print and digital materials, and advertising placed across the state.  

 

With the new campaign in place, BHA and the 988 Board encourage partners in the community--advocacy organizations, behavioral health care providers, etc--to transition from promoting Colorado Crisis Services to promoting 988. It is important to note there is no wrong door to accessing immediate support in Colorado. Colorado Crisis Services and 988 are managed by the same contact center, and the walk-in centers will not be impacted by this transition. Colorado Crisis Services will continue to be available. Did you know there is a full library of pre-recorded trainings as well as recordings of live trainings on the HCPF Safety Net Providers webpage? Trainings focus on expanding benefits and services, improving access to care, and elevating quality, and are available for you to take at any time. Trainings include:

Clarifications of Coverage and Billing Questions

Fiscal Year 2024-2025 Provider Rate Adjustments 

Health First Colorado (Colorado’s Medicaid program) Across-the-Board (ATB) provider rate increases were approved during the 2023 legislative session and are effective for dates of service beginning July 1, 2024. All rate adjustments are subject to CMS approval prior to implementation.  

 

The fee schedules located on the Provider Rates and Fee Schedule web page were updated to reflect the approved 2.0% ATB rate increases. Rates were updated in the Colorado interChange for dates of service beginning July 1, 2024. 

 

Targeted rate rebalances and adjustment are also be effective as of July 1, 2024. These rate adjustments are based on recommendations made in the 2023 Medicaid Provider Rate Review Analysis and Recommendation Report. Fee-For-Service Behavioral Health services, among other services, are approved for a targeted rate adjustment. To learn more, check out the Provider Bulletin July 2024

Focus Group Invitation: Opioid Use and Fentanyl Use 

NPC Research (Northwest Professional Consortium, Inc.), an independent research firm, has been contracted to conduct a study and publish a report regarding the impact and implementation of HB 22-1326 Fentanyl Accountability and Prevention Act.   

 

Your experiences, ideas, and feedback will contribute to this study and report. Your participation and responses will be kept confidential. Any information you provide will not be presented in a way that could be identified with you. 

 

Public health and harm reduction practitioners serving the priority population of fentanyl users are invited to participate in a virtual focus group on Tuesday, August 6, from 12:00 to 1:00 PM MST on Zoom.

Many of these sessions require registration to allow for planning based on attendance and to prepare responses and presentations designed to address questions often submitted in advance.

  • IPN Collaboration (Webinar) - Quarterly First Friday 1:00 – 2:00 PM. Register in advance.

  • SUD Forum – Quarterly First Wednesday 2:00 – 3:00 PM. Register in advance.
