Andrew Walmsley Joins the CPDA Team
I am pleased to announce that Andrew Walmsley has joined the CPDA Team!
Andrew comes to us with over 18 years of agricultural policy and government affairs experience at the state and federal levels. He spent over a decade in Washington D.C. with the American Farm Bureau Federation (AFBF), the nation’s largest farm organization, where he led the farm policy team. He was also the organization’s point person and policy expert on biotechnology, climate, energy, sustainability, and transportation issues.
Andrew worked on his first farm bill in 2008 and has influenced every farm bill since. For the 2018 Farm Bill, Andrew led AFBF’s efforts. In preparation for the upcoming farm bill, Andrew helped launch the Farm Bill for America's Families coalition which brought together a diverse group of Farm Bill stakeholders and advocates. Andrew has held numerous leadership roles in Washington D.C., established multiple coalitions, and has a proven track record of securing priorities into law. In 2022, The Hill named Andrew one of Washington D.C.’s top lobbyists.

Chlorpyrifos Update
On June 18, EPA announced that it is “issuing a final cancellation order for Corteva’s chlorpyrifos product “Dursban 50W in Water Soluble Packets” and three Gharda chlorpyrifos products, and an amendment to the existing stocks provisions for two Liberty and three Winfield chlorpyrifos end-use products.” (The registration for Corteva’s “Dursban 50W in Water Soluble Packets” is being voluntarily cancelled by the registrant).
By way of review, EPA revoked all tolerances for chlorpyrifos in August of 2021 in response to an April 2021 decision from the U.S. Court of Appeals for the Ninth Circuit which ordered EPA to issue a final rule within 60 days addressing the use of chlorpyrifos in food or feed crops.
On December 28, 2023, the U.S. Court of Appeals for the Eighth Circuit vacated the August 2021 rule revoking all tolerances and reinstated the chlorpyrifos tolerances. On February 5, 2024, EPA issued a notice to reflect the court's reinstatement of those tolerances. At this time, all the chlorpyrifos tolerances have been reinstated and are currently in effect.
EPA expects to issue a proposed rule later this year to revoke the tolerances associated with all but the eleven food and feed crop uses identified in the 2020 Proposed Interim Decision whose tolerances could be retained.

Pesticide Registration Improvement Act (PRIA) Update
The PRIA Coalition continues to work with EPA to identify process improvements and provide more predictability around PRIA timeframes. EPA recently shared its plans to streamline the maintenance fee collection process and committed to releasing maintenance fee invoices this fall. This year, registrants did not receive their maintenance fee invoices until about two weeks before payment was due. In addition, now that all registering divisions of OPP are using Sales Force, EPA will begin using the system to issue 75-day and 10-day letters. OPP is not changing its policy about when these letters are issued but does want registrants to be aware that these letters will be formatted slightly differently.
Last week, EPA provided an update for House and Senate Ag Committee staff on the agency’s implementation of PRIA 5, similar to the presentation that OPP Director Ed Messina made at the recent Pesticide Program Dialogue Committee meeting. The Committee staff and OPP leaders committed to quarterly meetings. CPDA welcomes the Congressional oversight of PRIA and the pesticide registration process.

Chevron Decision
On June 28, the U.S. Supreme Court decided Loper Bright Enterprises v. Raimondo and Relentless v. Department of Commerce, overruling the Chevron doctrine, which required federal courts to defer to administrative agencies’ interpretations of ambiguous or broad statutes. This led to a substantial increase in new rules and regulations that were difficult to challenge in court.
The Loper Bright and Relentless decisions mean that courts can interpret federal statutes without needing to rely on or defer to agency interpretations. Instead, they can base decisions on standard statutory interpretation tools, including plain language and congressional intent, as they do in other cases involving federal statutes.

The date and location for the 2024 CPDA Annual Meeting are set. This year’s meeting will be held on September 15-18 in beautiful San Diego, California. Please make plans to attend as we will layout our 2025 policy agenda while providing updates on a number of key CPDA initiatives.
Like the last two annual meetings, we will be holding our annual meeting at the same time CropLife America is holding theirs. To take advantage of this partnership, we will be holding a joint networking reception with CLA where you can reconnect with old friends while making new ones.

North Central Weed Science Society Volunteers Needed!
The NCWSS and ABG AG services are looking for volunteers for the NCWSS Weed Contest to be held on July 25th at ABG Ag in Sheridan, Indiana. This is a great opportunity to build awareness of our industry, and your company, with the next crop of agronomists and weed scientists.

Battelle Tour
