Since I am the POA, why won’t the bank put my name on her account?

My sister-in-law is in assisted living with Alzheimer’s. Her sister is in her checking account and she wants me on it also, because I am the POA. I have the documents. The bank is saying we need a lawyer to put my name on the bank account. >READ ANSWER
